Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.

Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.

PU-AMI in Thailand

PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.

The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.

PU-AMI Thailand offers:

- Clinical services and disease surveillance/control in the 3 camp.

- Health promotion and disease prevention in Maela camp.

- Vertical programs such as HIV/AIDS, TB, and Mental Health.

- Capacity building.

PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:

Position:                                            Patient House Responsible

Direct supervision of:                           none

Working Location:                                Mae Sot (Tak province), with possible field trips to Chiang Mai

Working hours:                                  Following PU-AMI rules and regulation

Starting Date:                                     as soon as possible

1. Main Objective

PU-AMI is looking to recruit a Patient House Responsible to assisting the referral of patients from camps to the Thai hospital and back to the camp.

2. Specific Responsibilities:

2.1 Take care of patients at the PH:

-  Manage referrals according to PU-AMI policy

-  Follow up of patients from arrival to MST (PH/MST hospital) to their departure to the camp

-  Inform all patients and relatives about PH rules and regulations and supervise that they are followed

-  Register all patients upon arrival at the PH or Thai (MST) hospital in case of an emergency

-  In case of suspect infectious disease take preventive measures

-  In case of victim of SGBV treat according to PU-AMI protocol

-  Check that referral documents, Lema and any other papers (laboratory etc) with which the patient arrives are correctly filled upon arrival and before departure to the camp (usually done by Thai doctor, if not PH responsible/supervisor to fill necessary information)

-  Ensure that treatment prescribed from hospital is well transmitted to the patient and camp medical team. if no discharge document from the hospital, the information should be provided in the relevant document.

 

2.2 Take care and follow up of patients at Thai (MST) hospital:

-  Make an appointment with necessary specialist for a consultation

-  Organize transport to and from hospital for patients in coordination with PU-AMI MST Senior driver

-  In case of hospitalization arrange administrative formalities upon admission and discharge

-  Distribute the package of support ( tooth paste, tooth brush , soap etc ) to patients admitted to Thai hospitals

-  Assist patients during consultation, follow up and hospitalization

-  Visit daily hospitalized patients

-  Be aware of the patient diagnose and follow all tests that are being administered by Thai doctors in order to inform clinical doctor/medical officer and avoid too many tests or too long hospitalization. if the information is not provided in the discharge document, it should be provided in a relevant document.

-  Accompany two times a week either the Clinical Doctor/Medical Officer/ Referral Officer during hospital visits

-  In case of an unexpected medical development inform on time Referral Officer.

-  Act as a translator for patients/PU-AMI doctors/hospital staff in Karen (Burmese)/Thai/English

-  Make sure patient follows the treatment prescribed while in hospital or Patient House

-  Accompany patients in case of referral to Chiang Mai hospital

 

2.3 Plan, Monitor, Report and Communicate to relevant focal points:

-  Prepare on a daily basis the New Patient Registration form and send to Maesot Hospital

-  Prepare on a daily basis the planning for patients going to Maesot hospital  and Mae Tao clinic

-  Record every day in the referral database the summary of IPD patient and send  to Referral Officer twice a week

-  Record in the referral database, the information provided in the patient discharge form

-  Daily inform KRC the number of companion of patient who admitted at MST hosp

 

2.4 Additional responsibilities:

-  Participate in weekly team meetings

-  Take night and weekend shifts according to planning organized by Referral Officer

-  Respond to emergency situations, when necessary

-  Follow that PH assets are in good condition

-  Notify the Referral Officer in case of need of maintenance in the PH or material supply

 

3. Requirements

Thai Nationality

Background 

-  Nurse or other medical background.

Work Experience

-  Experience in an NGO is an asset.

Languages

-  Working knowledge of Thai, English, Karen and/or Burmese

Other skills

-  Good communication and organizational skills

-  Willingness to work in multicultural environment and in limited resources settings

 

4. Conditions and benefits    

-  Monthly basic salary : 12,800 THB

-  Seniority bonus of 2.5% per year, limited to 10 years of seniority

-  Personal income tax in Thailand covered by PU-AMI

-  IPD and emergency package with local insurance company

-  OPD expenses up to 5,000 THB/year covered by PU-AMI
