Première Urgence-Aide MédicaleInternationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.

Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide MédicaleInternationale in 2011.

PU-AMI in Thailand

PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.

The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.

PU-AMI Thailand offers:

-clinical services and disease surveillance/control in the 3 camps

-health promotion and disease prevention in Maela camp

-vertical programs such as HIV/AIDS, TB, and Mental Health

-capacity building

PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:

1. Main Objective

PU-AMI is looking to recruit a Umpiem Clinical Doctor to maintain good management of the clinical services and communicable disease control. Supervised by the Umphang Medical Officer, the Umpiem Clinical Doctor will ensure good coordination with all stakeholders, and participate in monitoring, evaluation and reporting of PU-AMI health services.  The Clinical Doctor is also responsible for the supervision and evaluation of the medics in camp and should implement new procedures and protocols in coordination with the Medical Officer. The clinical doctor will also be responsible for assisting vertical health programs such as TB, HIV and Mental Health in collaboration with respective foal points

2. Specific Responsibilities:

2.1  Implementation of quality health services

      a. Management of the curative health care

-  Supervise daily the clinical management of severe and complicated cases in the IPD, with review and update of diagnosis and    treatment with the medics.

-  Provide quality healthcare respecting BBG/PU-AMI protocols.

-  Supervise clinical duties of medics in the OPD.

-  On-the-job training and close supervision of the medics work.

-  Referral follow-up consultations in the camp.

-  Validation of all patient referrals (excepting emergency referrals) to the Thai Hospitals (consultation, follow up, hospitalisation)       according to the referral protocol.

-  Weekly visits to patients admitted to Umphang Hospital and meeting with Thai doctors to discuss difficult cases or problems        with PU-AMI patients on admission during their visits.

-   Analysis of fatalities in the IPD with medics case by case.

-   Ensure referral of psychiatric patient in IPD and OPD to psycho-social worker team.

-   Follow up referred patients to Umphang and Mae Sot Hospitals, in coordination with the Mae Sot team.

-   Supervise Chronic and specialised consultations (dental, eyes, curative part of mental health, chronic diseases), supervision       and training.

-  Monitor regularly the dressing room and TB wards.

-  Regular coordination with the Umpiem Nurse Supervisor regarding the organisation of the IPD and OPD healthcare.

-  Regular coordination with the Lab Supervisor concerning lab requests and results.

-  Track and collect the results of investigations requested at Thai hospital (lab, X-ray, ultrasounds…), in coordination with the        Patient House Responsible.

-   Ensure safe prescription and administration of drugs practices.

-   Daily reporting of activities or problems encountered during each camp or hospital visit to the Medical Officer and Head of           Base.

-  Ensure that valid and complete data are filled in and updated by the medics in IPD and OPD register, case investigation form,       case line listing and weekly HIS reporting etc.

 

b. Communicable disease control at the camp level

-  Collect the epidemiological weekly report from the medics and transmit to the Medical Officer, Head of base and                        Epidemiologist.

-  Supervise closely the surveillance of the diseases under surveillance, ensure that case investigations are done and validate    the case investigation forms. Share this information with Medical Officer and Head of Base.

-  Updating the case line list and shared the information to Medical Officer, Head of base and focal people of partner agencies.

-  Ensure that outbreak information is shared in a timely manner to the Camp Committee, partner agencies and Camp Commander.

-  Liaise with partner agencies for outbreak control and prevention activities.

-  Monitor the outbreaks at the IPD (case management, isolation measures, registration and reporting).

-  Identification of training needs on outbreaks, organise and give trainings accordingly.

 

c. Implementation of new procedures, new protocols (organisation, annex services, hygiene) and of new medical protocols (case management, treatment) at the OPD/IPD level, under the supervision of the Medical Officer

-  Coordinate with the Hospital Director to

-  Ensure transmission of the information among all medical staff concerned.

-  Train the medical staff on the new procedures and protocols.

-  Ensure the presence of necessary tools and materials at the working place (register book, recording and reporting forms, lab requests and medical equipment).

 

2.2 Human resources Management, capacity-building and supervision:

-  Conduct IPD ward rounds during camp visits, review the treatment of the medics and provide technical support to the medics with the treatment plans.

-  Provide bedside training during IPD visits: update knowledge and skills of the medics.

-  Ensure that all the medics comply with the medical guidelines (PU-AMI protocols, BBG).

-  Ensure that all the medics comply with the referral protocols.

-  Provide refresher training to the medics on a weekly basis according to the training schedule and according to the needs.

-  Ensure autonomy and confidence of each medical staff.

-  Motivate staff, encourage team building and transparency among medical staff.

 

2.3 Monitoring and evaluation of the activities

-  Evaluation of the medics biannually in coordination with Umpiem and Maela team.

-  Continuous monitoring and evaluation of individual medics regarding their skills in case management, provide support accordingly and suggest to the Medical Officer possible solutions for improvement.

 

 2.4  Coordination and partnership:

-  Attendance to camp staff, base, medical and coordination meetings required.

-  Coordination within the camp with the supervisors of cross-cutting medical programs (PSW, HIV, medical initial trainings).

-  Participate in meetings with the camp NGO, CBO, authorities.

-  Ensure good collaboration and communication with other partners in the field.

 

2.5  Reporting:

-  Monthly activity Report to the Medical Officer.

-  Provide suggestion for improvements on activities.

-  Verify the quality of data recorded by the medics.

-  HIS reporting every week on time (coordination with ARC on the HIS reporting).

-  HIS reporting follow up (check the data reporting at camp level).

-  Specific report on outbreaks and medical activities at the request of the Medical Officer.

3. REQUIREMENTS

Education

Fully qualified Doctor, with experience in clinical services and public health.

 

Work Experience

Experience in a humanitarian setting working with a vulnerable population is required.

Experience of managing and training medical staff is required.

 

Languages

Proficient in English and Burmese both written and oral is required. 

Knowledge of other languages is an asset.

 

Other skills and competencies

Proficiency in MS Office packages (MS-Excel, MS-Word, MS-Outlook) and Internet is required.

 

Personal qualities

Ability to work in a setting with limited resources.

Good organising and interpersonal skills are required.

Sensitivity to diverse ethnic cultures and context

Empathy, transparency and team spirit

Good knowledge in the animation and management of a multicultural team, with capacity-building attitude.

Excellent ability to work in, build and motivate a team is required.

                               

4. Conditions and benefits              

-  Monthly basic salary : 44,100 THB

-  Seniority bonus of 2.5% per year, limited to 10 years of seniority

-  Personal income tax in Thailand covered by PU-AMI

-  IPD and emergency package with local insurance company

-  OPD expenses up to 5,000 THB/year covered by PU-AMI

-  For Burmese citizens: transportation from Yangon to Maesot will be covered by PU-AMI upon beginning and end of contract
