Working in 50 developing countries across Asia, Africa and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

 

In relation to this role Plan has an emerging Youth Employment Solutions sector that continues to define system solutions for program quality. Under the supervision of the ICT4V Manager, this position will support the implementation of Plan’s newly developed suite of ICT solutions for the sector. This position directly contributes to the regional sub-sector strategy on youth employment.

 

Dimensions of Role:

 

Plan International is embarking on a monumental challenge to integrated technology into the heart of its work in youth employment. Plan commissioned Accenture Development Partners on two separate occasions to identify key areas where Plan could enhance the quality and reach of its programming. In both instances, ICT4V was identified as critical to the organization’s goal. In order to realize the organization’s goal of quality scalable initiatives for youth employment it has also become apparent that Plan must also invest in its human capital assets of this goal is to be realized. The position is the primary support function to the ICT4V Manager on all ICT solutions currently under development in the region

 

Typical Responsibilities - Key End Results of Position:

Plan ARO is seeking to second an ICT expert, with a clear understanding of youth programming, for the period of 3 months (with possibility of an extension) to oversee the implementation of various initiatives currently in development. This person would report directly to the Regional ICT4V Manager in ARO with reporting lines to the Youth Employment Advisor, ARO IT Manager and the Director of Youth Employment Solutions. This position would oversee the implementation and monitoring of the following initiatives:

 

YES!Hub. Plan is currently constructing a youth employment e-portal for staff. This portal is driven pre-existing content which is being translated into an online learning platform. The project will target the development of key competencies of practioners in the field of youth employment.

YES!me. Plan is developing a targeted direct beneficiary monitoring system that will seek to track and trace those that participate in our projects. This initiative will be developed and piloted in two countries within Asia.

YES!Academy. The LMS is a Moodle-based system that will be piloted in1-2 country offices for the delivery of educational instruction to youth. The system will be hosted on the Plan Academy system and will be rolled over the next 6 months.

 

Dealing with Problems:

The job holder needs to translate understanding of ICT solutions into programmatic tools that enable Plan to implement quality programming. This position requires a significant understanding of the current IT landscape, ability to effectively communicate with CO staff and outside vendor and negotiate

 

Communications and Working Relationships:

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact

 

Have high level contact with COs to facilitate development and implementation of ICT solutions

Work closely with outside vendors in procurement, development and point of contact for contracting.

Works closely with the Regional Youth Employment Advisor as well as the Director of Youth

Liaise with CO ICT and project managers of especially communication to build capacities in support functions and for deployment.

Liase and provide technical support to COs, ICT and NO colleagues regarding potential fundraising opportunities to exploit.

Qualifications and Experience

Documented experience from at least 2 ICT for development initiatives.

Documented experience as a trainer/facilitator on capacity building in ICT.

Experience working with Human/User Centered Design and Agile Development

Ability to priorities and manage complex and varied workload, often to tight deadlines.

Strong track record for delivery results and meeting deadlines.

Excellent communication skills, written and verbal in order to present arguments clearly and powerfully to a variety of audiences;

Experience of promoting coordination and cooperation with other agencies through networking and alliance building.

 

Physical Environment and Demands:

This position entails the potential for 40 % travel within the region
