Regional Safe School Program Coordinator

The ARO Regional Office currently has a vacancy for Regional Safe School Program Coordinator. This is being advertised internally and externally so please can you forward to your teams as well as passing on to any friends, family members or contacts who you think might be interested.

 

Job summary:

This is a local contract, we’d ideally want someone who is already based in Indonesia, Thailand or Philippines, with travel to the project target countries as required and or other countries supported.

 

Working in 50 developing countries across Asia, Africa and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

 

Plan has been promoting Child Centered DRR in Asia since 2005. We have extensive experiences and expertise working for and with children in our development and emergencies. At the global and regional level, Plan is recognized as a leading agency in promoting the voices of children and advocating their rights through different forums, including Global Platform for DRR, Asian Ministerial Conference on DRR, UN Framework on Climate Change Conference of Parties, and ASEAN Committee on Disaster Management. Alongside the recognized advocacy work, Plan is also one of the leading agencies in facilitating the child-focused agenda for DRR through the “Children’s Charter for Disaster Risk Reduction .

 

Plan has an ongoing Safe Schools programming in Asia, working in 13 countries and benefitting about 2,000 schools with about half a million children aged with funding support from various bilateral, multi-lateral and private institutions. In the area of Safe Schools, Plan has been playing an active role in building partnerships with other agencies, including as member of the Global Alliance for Disaster Risk Reduction and Resilience in the Education Sector, steering member of Inter-agency Network for Education in Emergencies, founder of the Children in a Changing Climate Coalition, serving as secretariat for Asia Pacific Coalition on School Safety, and leading the AADMER Partnership Group consortium on ASEAN Safe Schools Initiative (ASSI).

 

At the national level, Plan already has an established relationship with Ministry of Education and Disaster Management Agencies at the country level (national, sub-national, and local level) through our regular programming in the education and disaster risk reduction sectors. Plan has experiences working closely with government of Indonesia, Cambodia, India, Philippines and China to support them in developing national and sub-national safe school guidelines and standards.

 

Plan Asia Regional Office Safe School Programme Coordinator will provide direct technical support and coordination to each target Country Office in implementing Safe Schools programmes, to promote cross-country learning, not only between project countries but in the region as a whole, whilst advocating for policies in the region and raising Plan’s profile as a key player in this area. The post holder will be responsible for oversight of at least two multi-country Safe Schools grant funded projects (funded by Plan Sweden and Plan Japan) whilst providing advice and support to other countries implementing Safe Schools projects

 

Dimensions of Role:

 

Manage and coordinate a multi-country projects across eight countries with a current committed grant income of more than $2 million USD.

Support an annual acquisition of a further $1 million minimum for Safe Schools programming in the region for FY16 and FY17 as well as contributing to the country level implementation of ASSI-related programmes.

Provide technical support and advice to other countries implementing Safe Schools projects in the region (currently 13 countries valuing 4.1 million Euro).

Provide support to Country Programmes in designing and funding Safe Schools programmes

Identify potential funding sources for regional, multi-country and country initiatives to expand Safe School programming in Asia

Support advocacy initiatives though work in collaboration with other regional stakeholders on DRR and resilience in the education sector to promote the development and implementation Safe Schools policy at regional, national and sub-national level.

Develop capacity at Plan’s Country Offices in the region to implement qualitative programmes building on the inter-agency Comprehensive Safe Schools Framework, though trainings, network meetings and cross-country visits.

Being the secretariat of the Asian Pacific Coalition for Schools Safety (APCSS).

Participate and contribute to the work of Plan’s global Safe Schools Steering Committee and coordinate a regional Safe Schools taskforce.

Active member in the Technical Working Group of the ASEAN Safe Schools Initiative (ASSI).

Supervise a part time project coordinator.

 

Typical Responsibilities - Key End Results of Position:

“What” is done and “why”, but not “how”; include indicators for success

 

Manage and coordinate the current multi-country Safe Schools projects, working with CO Country DRM Focal point in at least eight countries

Providing individual project monitoring and management support to each CO when necessary (including budget support);

Provide technical support and guidance as part of the project development process to each CO when necessary

Oversee the consolidation bi-annual and annual reports from multi-country project countries to be submitted the responsible National Offices ( SNO, JNO)

Act as focal point for the NOs, ensuring regular and timely updates and communication;

Work closely with the Regional Specialists for South and South East Asia and the ASSI Project Manager to ensure coherence and consistency across all Safe Schools initiatives

 

Leadership of Plan Asia’s region wide activities in Safe Schools programming.  

Leading annual regional project related events and workshops, selecting the subsequent themes and setting the agendas;

Leading the planning and implementation of  regional level activities (e.g. evaluations, studies and media projects);

Leading and facilitating the cross-country learning and sharing of Safe School project related experiences, resources and tools;

 

Representation of Plan Asia’s Safe School related programming at relevant global, regional and national level events and fora

In coordination with SNO and JNO, liaising with relevant donors regional offices  and Country Offices in project countries;

Liaise as necessary with other donors (internal and external; institutional and non-institutional) to promote Plan Asia’s Safe School related work and identify possible funding sources

Coordinate the work of the project with other international, regional, national, institutions and agencies, clusters, donors at the regional level as necessary

Act as the focal point for Safe Schools programming in the ARO DRM Team, and together with the ARO Humanitarian Grants Officer and Regional DRM Specialists, liaise with the RO, IH, NOs and external agencies.

 

Information related to Safe Schools programme and projects is effectively and timely communicated to all stakeholders:

Act as a focal point for all communication related to Plan’s Safe School projects in the region;

Responsible for clear and consistent communication with internal and  external stakeholders;

 

Plan is known as a regional key player in Safe Schools.

Key actors are identified.

Partnerships with the key actors are established and/or strengthened.

Plan’s representation is ensured in important national and international forums; the knowledge management mechanisms are utilised to enhance representation and networking.

Key interventions are identified, packaged and represented to different audiences.  

 

The Safe Schools programme is sustained through the establishment of relevant systems and funding.

Support and coordinate the planning process at regional and country level prior to the start of the implementation period for Safe School grant projects

Document the processes and lessons learned for future reference and replication;

Together with the Plan in Asia’s Head of Resource Mobilization, ARO Humanitarian Grants Manager, ASSI Project Manager and the ARO Head of DRM, facilitate development of a fundraising strategy and liaise with relevant actors for the identification of funding opportunities and ensure relevant follow-up;

Support the growth of Safe Schools as a key initiative of the ARO DRM Sub Strategy across all country offices in  the region

 

 

Dealing with Problems:

Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them

How to advise country level teams over whom the postholder has no management leverage. The postholder will have to exercise excellent advisory skills in ensuring a positive outcome to her/his observations;

Generate or find new ways of working to cope with internal and external changes that affecting programme implementation

Advocate, share and influent INGO, Multilateral donors and government officials to raise Plan profile, scale up Plan’s programmes and best practices

Ensure all concerned management and staff of Plan, partners, and other stakeholders have common understandings and consistent applications of Safe School project strategies and approaches

Manage the dynamic of relationships which range from intra-offices, inter-offices to external networks.

Working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact

Internal contacts: Close working relationship and frequent communication with all COs implementing Safe Schools, ARO DRM Team, ARO RO team, ASSI Project Management Team

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

Knowledge

Multi country programme coordination;

Human and children’s rights as defined by the UNCRC and other relevant international treaties;

Excellent communication and networking skills with a broad variation of stakeholders;

Conceptual understanding of the human and child rights framework particularly pertaining to Safe Schools and practical experience in its implementation i.e. programming;

Working knowledge of and affinity with child protection issues in the Asia region;

Working knowledge of Safe Schools programming, common trends, key stakeholders and counter initiatives in the Asia region;

Knowledge of current effective practices of child protection programming in Asia and trends for the near future;

Proficient with Microsoft Office and other common desktop applications;

 

Skills

Previous level technical advisory expertise in the design, implementation and evaluation of school based DRR programmes

Qualifications and Experience

Degree Level qualification in relevant subject such as education or disaster risk management

Minimum of 5 years coordination or technical experience in the design, implementation and evaluation of multi country DRR programmes

Demonstrable abilities in regional planning, coordination, monitoring and communication.

 

Physical Environment and Demands:

May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc.

 

Based in ARO’s regional offices in Bangkok or Manila. Might also consider to base the position in one of Plan International’s Country Offices in the region.

Travel to other countries within the region, approximately 30-40% of the time, potentially including remote areas.

Regional DRM Manager

Duration to hire :   2 years and 3 months contract
