DEPUTY CHIEF OF PARTY, THAILAND

RTI's International Education Division is supporting education development around the world by strengthening education policy, management and practice in order to achieve measurable improvement in teaching and learning. From our well-established reputation in education system strengthening, to innovative work in early grade assessment and learning, RTI is improving education quality, relevance and efficiency through implementation of projects funded by USAID, DFID, Australian Aid and other donors and clients.

RTI is seeking Deputy Chief of Party (DCOP) candidates for a USAID-funded Leader with Associate (LWA) Cooperative Agreement to strengthen local capacity for scientific research and knowledge management in health sectors in Asia. The primary purpose of the Program is to conduct and support strategic health-related research in the region, build research capacity, and disseminate findings for policy development and programming. The initial focus of the LWA program will be on the Mekong region; however, program activities may eventually be implemented in other countries in Asia under Associate Awards. The position is open to Thai nationals only and will be based in Bangkok, Thailand.

The DCOP will provide leadership related to program administration, operations (including overall planning and management), and coordination and will contribute to the program’s health research, capacity building, and knowledge management activities as listed below.

Primary Responsibilities:

Administration, Operations, and Coordination:

 

In collaboration with the chief of party (COP), support the timely and quality completion of program technical and financial reports and ensure all program materials comply with USAID policies and procedures as well as the Cooperative Agreement.

Monitor program activities against the Cooperative Agreement and notify/advise the COP of significant events and potential concerns regarding contracts, budgets, and technical work.

Engage appropriate corporate contractual and finance resources to support high-quality and timely program implementation.

Identify other tracking and analysis tools needed to support decision making, management review, and contractual compliance.

Work with local partners to collaboratively developing annual work plans and budgets, transferring knowledge about USAID policies and procedures, and monitoring progress

Liaise with office manager to facilitate office registration and other legal procedures.

Serve as interim COP (when the COP is unavailable and as appropriate) and as RTI’s alternate liaison to USAID, government counterparts, local organizations, and program partners.

 

Health research and capacity building:

 

In collaboration with the COP, assure research and capacity building activities are conducted in accordance with partner work plans and sub awards.

Knowledge management:

Support COP and program staff with the production of program materials, including the development of policy briefs and training materials ensuring scientific and data quality, accuracy, and relevance for programmers and policy makers.

In collaboration with COP, foster contacts with other USAID Missions and organizations advancing similar programs.

 

Required Skills and Qualifications:

Education and Experience:

 

Master’s degree and/or equivalent experience in business administration, public health, health finance/economics, or other related fields.

At least 10 years of progressive experience in managing, implementing, and/or evaluating international development programs.

Experience managing USAID-funded projects and programs.

Experience in providing technical assistance and organizational capacity building and training to local organizations with preference for experience in the Greater Mekong Sub region.

Experience supporting ministries of health and other related institutions in work planning, grant management, and budget development.

Experience in the translation of research into practice and policy/strategy formation considered an asset.

Skills and experience anticipated in some combination of the following: negotiation, advocacy, health policy development and strategic planning, information management, public health human resources, decentralization of health systems and local health planning, managing community participation, health care quality improvement, and technical areas of HIV, TB and malaria.

Knowledge and Skills:

 

Exceptional communication and interpersonal skills, including written, oral, and presentation skills applied within multi-cultural contexts.

Proven ability to manage workflow and ensure quality control of a range of technical materials.

Ability to think strategically about communications products and processes and ability to translate technical materials into reports and other forms of communication products.

Demonstrated ability to work effectively, responsively, and collaboratively with academic/research institutions, development partners, government counterparts (including ministries), and interfacing with funding organizations required.

Demonstrated ability to plan and organize work, assemble and coordinate materials, and serve as a team player, in a fast-paced environment.

Ability to produce thorough, high-quality work within a tight timeframe.

Flexibility and ability to handle multiple tasks and work collaboratively within a matrix-oriented environment.

In-depth familiarity with USAID rules and regulations around grant management.

Demonstrated written and oral fluency in English and Thai.

Proficiency with Microsoft Office Suite Applications.

This position reports directly to the COP.
