Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.
PU-AMI in Thailand
PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.
The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.
PU-AMI Thailand offers:
- Clinical services and disease surveillance/control in the 3 camp.
- Health promotion and disease prevention in Maela camp.
- Vertical programs such as HIV/AIDS, TB, and Mental Health.
- Capacity building.
PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

Position: CCSDPT - HIS Coordinator
Under the authority of: Medical Coordinator
Direct supervision of: CCSDPT HIS Officer
Working Location: Mae Sot
Working hours: Following PU-AMI rules and regulation
Starting Date: 7th March, 2016
1. Main Objective
PU-AMI is looking to recruit a CCSDPT - HIS Coordinator to coordinate implementation of the CCSDPT Health Information System among all 9 camps of Thai-Myanmar border and to build capacity of implementing partners, by provision of technical support and Identify areas of improvement and recommend actions/solutions
1. Coordination of existing border HIS Programme
Organize CCSDPT HIS task force meetings for coordination of activities the activities
Feedback the finding of monitoring and evaluation visits, to health agency representatives and HIS focal points
Participate in planning activities relating to HIS and surveillance along Thailand-Burma border camps
Lead agencies in transformation of data reporting system into TWINE
Coordinate with health agency HIS focal points and UNHCR HIS team to ensure data collection and reporting are of high quality and the collected data and its analysis results are accessible by the users
Identify areas of improvement and recommend actions/solutions
Assist with the improvement of the outbreak alert system in all camps in cooperation with MoPH
2. Health Surveillance and Donor Reporting
Prepare and provide CCSDPT agencies with monthly border-wide health reports
Produce and Present annual report, documenting yearly camp and border-wide trends
Provide to UNHCR outbreak reports and maternal death reports
Prepare and provide specific disease reports as required
Write regular funding agency progress reports
Other special purpose reports or proposal
3. HIS Monitoring and Evaluation
Regularly visit all 9 border camps and implementing health agency partners to review implementation of HIS programme
Provide ongoing feedback regarding HIS implementation to camp staff and health agency partners
Participate in, contribute and/or respond to organisational evaluations (internal or external)
4. Capacity Building
Training of HIS focal points and camp based staff who are involved in day to day data collection in accordance with the identified needs (external training)
In collaboration with UNHCR, develop workshops and training materials for camp and health agency staff
5. Staff Management
Directly manage the HIS Program Assistant
Coordinate with and guide HIS implementing partners (HIS focal persons) in all health agencies and camps
Assist in the recruitment, hiring, orientation and hand-over for any Thai national staff under the HIS project.
Assume line management duties as required for any sub-ordinate staff.
6. Representation
Develop and maintain a strong working relationship with partner agencies and Thai health authorities such as BoE and MoPH.
Liaise regularly with other non-CCSDPT agencies such as UNHCR, IOM, SMRU, PPAT, CDC

Identify and alert the HSC chair or appropriate agency staff to problems; respond as appropriate
Undertake further investigations into data results and/or research into agreed topics

Thai or Burmese citizens
2. Education
Masters of Public Health
3. Work Experience
3 years in the humanitarian field
Relevant experience and knowledge in Public Health - 5 years
Experience with health information systems
Experience in managing data
Experience in project design, monitoring & evaluation and management skills
Experience in collaborative approaches and practices
4. Demonstrated abilities/Competencies
Strong organizational and problem-solving skills
Computer skills (MS Office: Word, Excel, Internet, Email, Power Point, Access) and statistical programs, such as SPSS, Epi Info
Strong interpersonal skills: the ability to communicate clearly and effectively at all levels, taking into account cultural and language difficulties
Strong communication and presentation skills
A preparedness to work in a refugee camp setting and spend time in remote areas
Flexibility and ability to travel extensively
Ability to work well independently and in a small team environment
5.Languages
Fluent in English compulsory (written/oral)
Karen or Burmese is an asset.
4. CONDITIONS AND BENEFITS
Monthly basic salary : 65,000 THB
Seniority bonus of 2.5% per year, limited to 10 years of seniority
Personal income tax in Thailand covered by PU-AMI
IPD and emergency package with local insurance company
OPD expenses up to 5,000 THB/year covered by PU-AMI
For Burmese citizens: transportation from Yangon to Masot will be covered by PU-AMI upon beginning and end of contract
