The position will be a part of the International Development Group’s (IDG’s) Global Health Division (GHD). GHD’s over 400 staff members work in over 25 countries. GHD implements broad-based programs in infectious diseases -specifically Neglected Tropical Diseases, HIV and AIDS, and Malaria; Integrated Family Health and Heath Systems Strengthening - including Health Governance, Health Finance, and Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Public-Private Partnerships.
RTI is seeking a junior finance officer for an USAID-funded Program to strengthen local capacity for scientific research and knowledge management in health sectors in Asia. The primary purpose of the Program is to conduct and support strategic health-related research in the region, build research capacity, and disseminate findings for policy development and programming. The initial focus of the LWA program will be on the Mekong region; however, program activities may eventually be implemented in other countries in Asia under Associate Awards. The position is open to Thai nationals and will be based in Bangkok, Thailand.
Description of duties:
Under the close supervision and guidance of the Finance and Administrative Manager, the incumbent performs the following functions:
Maintains day to day financial records and transactions using the RTI system while adhering to the financial rules and regulations and manual provisions of the Organization and the US government;
Monitor and report staff leave balances on a monthly basis;
Prepare and review invoices, write checks for payment;
Assists in timely collection and filing of supporting documents;
Make and manage payments to local partners including per diem distribution;
Maintain petty cash account;
Assists in estimation of monthly requirements of funds to be requested for replenishment of bank accounts;
Support reporting to Government of Thailand related to withholding taxes, registration requirements, and end-of-year project filings;
Assists in ensuring completeness and maintenance of financial documents and files;
Performs any other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Completion of secondary, technical or commercial school. Bachelor’s Degree in Business Administration or Accounting and at least 3 years of experience (or Master’s plus 1 year of experience) in the management of financial systems and budgets, financial reporting, auditing, and/or taxation.
Language and communication:
Good communication skills, ability to work in a multi-cultural environment. English fluency strongly desired.
Computer skills:
Fluent in Microsoft Excel and QuickBooks.
Financial skills:
Demonstrated knowledge, skills, and/or experience in accounting, financial planning and management, accounting transactions, budgeting, reporting and ensuring compliance of internal control systems.
Knowledge of accepted accounting practices and principles.
Strong financial and analytical ability.
Previous experience with US government funding desirable.
Other requirements:
Must be a Thai national.
