This position description is the basis of the position holder’s employment contract with MI. It sets out the employee’s roles and responsibilities, and what he or she is expected to deliver to contribute to MI’s work. Managers will use the position description to guide the employee in his or her work and as the basis for the annual performance evaluation process.
MI is an intergovernmental organization owned and operated by the six Greater Mekong Sub-region (GMS) countries it serves, with a mission to provide capacity development services and products that enhance regional development, cooperation and integration. To respond to changes and evolving needs in the GMS, MI currently prioritizes the regional integration of Cambodia, Laos, Myanmar and Vietnam workforces for more equitable and inclusive economic growth. Further, MI is expanding its traditional portfolio to position itself as a GMS-based knowledge-center of excellence with increased institutional capacity for policy research and other services related to economic integration and development disparities.
The role of the MEL Unit is to ensure that MI has in place and is using all the monitoring, evaluation and learning systems and tools necessary for internal management, external reporting and quality assurance purposes, and that the systems are applied across the whole organisation. The Unit will serve as the central hub for creating, recording and disseminating data about MI’s work and results. In order to do this the Unit will ensure that:
Appropriate MEL systems and tools are in place and kept up to date for all departments and teams;
Program staff are able to integrate MEL into the design and implementation of all new projects and activities;
Data collection is timely and accurate; and,
Data analysis and presentation is appropriate for internal management reporting, lessons learned, quality assurance, and for external reporting purposes.
Reporting to the MEL Manager, the role of the M&E Specialist is to take lead responsible for ensuring that Program and Project Managers, Coordinators and Unit Supervisors implement systems that measure organisation wide program performance. This includes developing and implementing monitoring tools, preparing and executing evaluation plans and developing the capacity of all relevant staff to better track program and organisational performance.
Up to date and accurate analysis of M&E data to provide management and staff with the information and guidance needed to ensure continual program improvement, and to enable reporting against donor’s results frameworks
Data collection, recording and management systems in place and routinely reviewed and updated to ensure continual relevance and efficiency
All relevant staff have the knowledge, understanding and skills needs for systematic M&E data collection and recording
Work with managers and subject experts to develop program and or project results chains, logical frameworks and to set realistic and measurable targets for program proposals
Work with managers and subject experts to develop realistic and measurable monitoring and evaluation plans for program proposals
Work with managers and subject experts to develop indicator tracking tools to measure program performance indicators as per donor reporting requirements
Develop quarterly indicator tracking sheets to allow program managers and coordinators to monitor program achievement on a quarterlybasis
Advise and assist program managers and team leaders to design and implement appropriate evaluation methodologies, including surveys, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops
Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets, and for any Management Information Systems or computer-based support that may be required
Oversee the maintenance of centralized comprehensive indicator files for all MI active programs
Conduct regular field visits to program and project sites to identify gaps in the timeliness and quality of data reporting and work with relevant staff to address the gaps
Provide support to different MI program teams in compiling reports, stressing the importance of data quality, indicator-based reporting and analysis of trends and the achievement of program objectives
Develop a plan for activity-related capacity-building on M&E
Undertake training and follow-up mentoring to program teams to ensure the quality of data collection procedures in all MI projects and programs
Organize and deliver training with local partners in participatory M&E processes as required
Any other reasonable task requested by management.
Master degree in monitoring and evaluation, international development or related field
Thorough understanding of technical concepts related to project management such as logical frameworks, results-based management, evidence-based advocacy, and research methodology.
Excellent working knowledge of computer software packages for data handling and management
At least five years experience working for an international NGO or equivalent in a senior monitoring capacity
Demonstrated skills in design of monitoring and evaluation systems for development programs and projects
Ability to process and synthesize large amounts of complex data into readable and concise formats
Excellent analytical and writing skills in English
Good negotiation and interpersonal skills
Proven ability to work in a team and coordinate with others, as well as work independently when required
Proficient user of all Microsoft Office applications
Skills in any of the GMS country languages

MEL Specialist, Monitoring, Evaluation and Learning (MEL) Department
We are seeking to MEL Specialist for Monitoring, Evaluation and Learning (MEL) Department under the general direction of Director of MEL. The position is based at Mekong Institute, located on Khon Kaen University campus, Northeast Thailand. Khon Kaen, a growing city, is the commerce and political center of Northeastern Thailand and an important gateway to other GMS countries.
