Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.

Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.

PU-AMI in Thailand

PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.

The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.

PU-AMI Thailand offers:

- Clinical services and disease surveillance/control in the 3 camp.

- Health promotion and disease prevention in Maela camp.

- Vertical programs such as HIV/AIDS, TB, and Mental Health.

- Capacity building.

PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:

Position:                                                  CCSDPT HIS Officer

Under the authority of:                       CCSDPT HIS Coordinator

Direct supervision of:                           None

Working Location:                                 Mae Sot - Thailand, with quarterly movements to 9 temporary shelters of Thai-Myanmar border

Working hours:                                      Following PU-AMI rules and regulation

Starting Date:                                         as soon as possible

 

1. Main Objective

PU-AMI is looking to recruit CCSDPT HIS Officer, to support in implementation of the CCSDPT HIS program among all 9 temporary shelters of Thai-Myanmar border and to help building capacity of implementing partners by provision of technical support, identify areas for improvement and recommend actions / solutions.

1. Specific Responsibilities:

Core Responsibilities & Duties

(1) HIS Monitoring And Evaluation

- On quarterly basis, visit all 9 border camps and implementing partner health agencies to review HIS program and disease surveillance system implementation in each camp

- Provide evaluation feedback regarding HIS and disease surveillance to camp staff and partner health agencies after each and every M&E

- Identify areas of improvement and recommend actions / solutions

- Assist with the improvement of the outbreak alert and control system in all camps in cooperation with BoE, MoPH, CDC and WHO

 

(2) Data / Database Management And Reporting

- Oversee day-to-day camp activities relating to the HIS and disease surveillance system

- Verify weekly and monthly HIS and disease surveillance (OAF) reports for data quality

- Monitor accuracy of data collected in camps and analyze / interpret data

- Identify and monitor border-wide and camp trends

- Coordinate with health agency HIS focal points and UNHCR HIS team to ensure data collection and reporting are of high quality and the collected data and its analysis results are accessible by the users

- Troubleshooting of HIS database

- Provide / support partner agencies with data upon request

- Involve in creating and implementing data management tools according to evolving context

 

(3) HIS Toolkits And Assets Management

- Manage HIS toolkits by regular follow up of HIS toolkits in each camp and each base, printing and distribution of HIS toolkits to all border camps health agencies and maintain stockpiles for replenishment

- Support maintenance of HIS assets in each camp if needed

 

(4) Capacity Building

- Assist the training (and workshops) of HIS focal points and camp based staff who are involving in day-to-day data collection process, in accordance with the identified needs

- Representation

- Develop and maintain a strong working relationship with partner agencies and Thai health authorities such as BoE and MoPH

 

(5) Other

- Upon request

 

Deliverables

- 18 to 27 comprehensive monitoring and evaluation reports after each camp visit

- 12 monthly external data sharing reports to partner agencies

 

3. Requirements

(1) Background / Education

- Medical Doctor

- Master Degree in Public Health or Epidemiology (desirable)

(2) Work Experience

- Two years or more of working experience in the area of epidemiology / public health and data management

- Experience with UNHCR Health Information System is an asset

- Experience in monitoring & evaluation

- Experience in collaborative approaches and practices

(3) Languages

- Fluent in English language

- Knowledge of Burmese / Karen language an advantage

(4) Other Skills And Competencies

- Advance in MS Office and solid experience in database

- Experience on statistical software like SPSS, SAS is an asset

(5) Personal Qualities

- Strong organizational and strong interpersonal skills: the ability to communicate clearly and effectively at all levels, taking into account cultural and language difficulties

- Able to travel extensively, to work in a refugee camp setting and to spend time in remote areas

- Able to coordinate multiple tasks while maintaining attention to quality and detail, under strict deadlines and pressure

- Able to work well independently and in a small team environment

- Able to listen, to make timely and quality judgments and decisions

- Critical and creative thinking skill, analytical skill and problem-solving skills

- Patience, diplomacy, flexibility and autonomy

 

4. Conditions and benefits    

- Monthly basic salary : 44,100 THB

- Seniority bonus of 2.5% per year, limited to 10 years of seniority

- Personal income tax in Thailand covered by PU-AMI

- IPD and emergency package with local insurance company

- OPD expenses up to 5,000 THB/year covered by PU-AMI
