Plan International Thailand is one of the leading child rights NGOs in Thailand and has operations throughout the country with an annual budget of nearly USD 4M per year. Plan International Thailand has a range of well established relationships with institutional donors, corporate partners and National Organizations and is looking for a highly skilled and motivated individual to maintain and develop these relationships and support the Plan International Thailand country program to continue to grow and benefit more children through a range of child-centered programs. -Urgently Required- Resources Mobilization Manager
Roles: This position is responsible for leading the Plan International Thailand team in building and maintaining adequate and appropriate funding required to operationalise the Country Strategic Plan (CSP). The function includes (1) growing the grants portfolio of Plan International Thailand through in-country resource mobilization and externally through the Plan International’s National Organizations (NOs); (2) harnessing and managing relationships with donors, local missions, and NOs and; (3) managing the financial and operational requirements including reporting of grants including the development and execution of agreements and contracts relating to grant funded programs.

Management I. Resources mobilization Develop a Resource Mobilization Strategy for Plan International Thailand and recommend actions for improved performance. Actively identify grant funding opportunities and develop grant proposals in close coordination with Program team, Operations team and National Organizations Ensure that all categories of program costs are taken into account at the conceptualization and submission stage of grant preparation. Analyze and coordinate existing grant funded programs and projects to ensure compliance with donor requirements. Ensure quality and timeliness of grants reporting to all external donors and National Organizations. Develop a comprehensive tracking, evaluation, monitoring and reporting framework for external grants. Monitor, analyze and consolidate relevant grant information and disseminate where relevant within Plan International Thailand Communicate with NOs and donors effectively to seek for funding for Thailand program; respond to donor’s query, and coordinate their field visit Developing and maintain resource mobilization database: prospective donors, key resource organizations, professionals, and data/information sources as reference and useful to resource mobilization efforts Coordinate with Communications Manager in communication and PR work to raise brand awareness of campaign and Plan Thailand
II. Building relationships with donors, corporate partners, international organizations, government, NGOs and National Organizations at all levels both internally and externally in Thailand and overseas Act as Plan International Thailand representative on grant matters, representing the interests of Plan International Thailand to National Organizations, donor organizations and other stakeholders. Analyze supporting structure to ensure successful implementation of proposed grants. Work with appropriate government & corporate partners at national and international level to align their sustainability and social responsibility strategies with Plan International Thailand and our vision and mission. Develop, manage and maintain strategic partnerships with NO and in-country organization including bilateral and multilateral donors, corporate partners and external networks in order to accomplish goals in growth, customer satisfaction of grants and program development. Manage the link between Program Team, donors and external networks. Develop and maintain a strong and professional image of Plan International Thailand among relevant donors.
III. Human resources, Finance, and others Recruit, manage, motivate, develop, coach, and monitor team performance and drive them to achieve the performance expectations and standards. Coordinate with the Human Resources team to strengthen the capacity of staff in building donor relations, writing proposals and managing grant funded projects. Work with the Finance and Program teams to ensure the effective utilization of grants monitoring systems in terms of projections and forecasting, the monitoring of expenditure, negotiations with grantors for budget modifications and completion of project reports. Member of Country Management Team (CMT). Perform other tasks as assigned.
Qualifications: Bachelor or master degree in Development, Marketing, Sociology, Social Sciences or any related fields. At least 3-5 years experience of working in business development/fundraising sector for INGO. At least 3 years spent in a managerial position in resources mobilization, grants management for the INGO sector is a must. Proficiency in business planning, project/program proposal writing, identifying and developing fund raising, opportunities/ proposal budgeting & controlling, and reporting of whole process from institutional donors. Experience of working with children, communities and managing child-related program and projects would be an advantage. Excellent command of English and computer literacy.
