PURPOSE OF POSITION
The Child Protection Specialist provides technical expertise and implementation support for WVFT’s Child Protection Integrated Program Framework (IPF 2) under the Program Acquisition and Management (PAM) Directorate.
The role supports the design, quality assurance, and implementation of child protection programs, with a primary technical focus on online sexual exploitation of children (OSEC), corporal punishment, civil registration, and child protection systems strengthening.
Working under the direction of the Child Protection Programs Manager, the Specialist contributes to program design, proposal development, evidence generation, advocacy, and technical branding. The role also provides technical support to implementation teams through PQI coordination mechanisms and engages externally with government, civil society, and system actors to strengthen child protection outcomes.
MAJOR RESPONSIBILITIES
Technical Program Design & Quality 35%
Provide technical inputs to child protection program design, ensuring alignment with national CP systems and WV standards. Support development of tools, guidelines, and implementation approaches for OSEC, violence prevention, civil registration, and systems strengthening.
Program Implementation Support 20%
Provide technical backstopping to field and implementation teams through PQI mechanisms, including guidance on referral pathways, coordination with MDTs, case management systems, and engagement with government services. Support problem-solving and adaptive management during implementation.
Proposal & Donor Support 15%
Provide technical inputs for child protection proposals, concept notes, and donor reports, working closely with the CP Resource Development Specialist and Programs Manager. Support donor engagement by contributing technical narratives, indicators, and evidence aligned with institutional and policy-focused audiences.
Evidence, Learning & Advocacy Support 15%
Support documentation of learning, case studies, and evidence related to CP interventions, including OSEC and systems strengthening. Contribute to advocacy briefs, policy inputs, and learning products to inform national dialogue and influencing efforts.
Cross-Sector & Systems Collaboration 10%
Engage with external partners including government agencies (MSDHS, provincial CP committees), NGOs, networks, and service providers to support coordination, learning, and systems strengthening. Participate in technical working groups and contribute to partnership-building efforts.
Compliance & Safeguarding 5%
Ensure CP activities comply with WV safeguarding, PDPA, and national regulations. Support safe and ethical practice in all child protection interventions and data handling.
