Monitoring & Evaluation Specialist
The Monitoring & Evaluation (M&E) Specialist is a full time contracted position in the Peace Corps office in Bangkok. The M&E Specialist is responsible for developing, managing and implementing the M&E plan for Peace Corps Thailand. This plan includes programmatic M&E (measurement and impact of program goals), training M&E (measurement and effectiveness of training program) as well as analysis of Post’s support to Volunteers. The M&E Specialist will lead the M&E Plan by training staff and Volunteers on M&E systems, analyzing data, helping to identify priority areas for improvement, tracking progress, and leading evaluation initiatives. As a member of the P&T team the M&E Specialist provides general support for Trainees and Volunteers and may support the staff with site visits as needed.
Salary is commensurate with experience, qualifications, and current salary history
Starting salary will be approximately 480,033.

MAJOR DUTIES AND RESPONSIBILITIES
Develop and manage the implementation of annual M&E plan for post
Coordinate and manage the bi-annual reporting process for Volunteers through the Volunteer Report Tool (VRT), including creating and distributing reporting templates, importing them, doing data cleaning and data analysis.
Work with the training team to develop evaluation forms and systems for training events and help analyze the data from evaluations to improve future events
Help facilitate sessions on M&E for trainees and Volunteers during the pre-service trainings (PST), in-service trainings (IST), and other events as needed
Analyze existing data collection tools and support the creation of new ones where needed
Conduct data quality assurance checks with Volunteers to ensure their correct use of data collection tools and understanding of basic M&E practices
Support the process of project reviews of post projects
Organize project- level data and support the development of post’s annual reports to stakeholders
Collaborate with post staff to complete the annual Status Reports (SRs). Provide recommendations on integrating SR findings into improving post operations
Provide training and ongoing M&E support to post staff, including using the VRT, data cleaning, and data analysis
Coordinate response to Office of Strategic Information and Reporting and Planning’s (OSIRP) annual PAR data call
Be the focal point to coordinate and manage the annual Global Counterpart Survey
DESIRED QUALIFICATIONS
Bachelor’s degree in relevant area. Master’s degree preferred.
Five or more years of relevant work experience with NGO or government office with increasing responsibilities in program monitoring and evaluation.
Experience cleaning and analyzing raw data
Fluency in written and spoken English and Thai. Translation skills preferred.
Experience working in an international organization preferred.
Technology skills and ability to use computers for spreadsheets, presentations and other office functions.
Advanced Excel skills and ability to create pivot tables or other tools to simply present complex data
Knowledge of monitoring and evaluation systems and experience using of data to make decisions and inform program direction.
Self-directed and creative.
