POSITION TITLE:  Behavioral Change Communication (BCC) Specialist

COUNTRY PROGRAM:  Thailand

RESPONSIBLE TO:  Project Coordinator, Project Manager

STATUS:  Full time

 

Project Summary

The GFATM RAI contributes to the elimination of malaria in Thailand, as well as preventing the emergence or spread of artemisinin resistance in new areas,to make as large as possible contribution to the elimination of Falciparum malaria from the Greater Mekong Sub-region (GMS), and to prevent the emergence or spread of Artemisinin.This project is supported by the Global Fund to fight HIV/AIDs, TB, and Malaria, via principal recipient UNOPS. Specific project deliverables have been established in ARC’s performance framework.  Goal, objectives, and activities are aligned with the Greater Mekong Sub-region (GMS) Regional Artemisinin Initiative (RAI). 

 

PRIMARY PURPOSE OF THE POSITION

The Behavioral Change Communication (BCC) Specialist provides technical and managerial support for BCC/information, education and communication initiatives and advocacy programme under Regional Artemisinin Resistance Initiative (RAI) for Global Fund Malaria.

 

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES  

 

Provide assistance the Project Coordinator in all the matters relating to IEC/BCC and advocacy activities under the package of Global Fund RAI programme.

Supervise and strengthen the technical capacity of ARC in integrating BCC activities into all other programming through coaching, mentoring and learning opportunities:

Oversee the BCC component of the project to ensure good compliance of activities within the objective of GF RAI. This includes regular visits to the teams in the field office in order to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendation for current and future programming.

Develop monitoring tools that can effectively document and measure the impacts of BCC activities

Oversee advocacy/mass communication and BCC activities at field level

Coordinate and liaise with other consultant of the RAI program at Central/State/District level, various department of the state government, Ministry of Public Health, Bureau of Vector Borne Diseases and collaborating agencies set up in the field of training etc.

Organize IEC/BCC training for field staff.

Coordinate all activities related to mass and interpersonal communication and carry out need assessment for BCC training, prepare training curriculum and plan training activities in collaboration with implementing partner.

Provide technical support for production of mass communication material and will be in charge of IEC/BCC activities under RAI project  and responsible for all matters related to IEC/BCC

Provide assistance to installing M&E system in the project in collaboration with the Project Coordinator

Performs other tasks assigned by Project Coordinator/Project Manager.

 

 

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED (List the important technical and professional skills and knowledge required to do the job well.  Include years of experience required.)

Degree/ Diploma in Mass Communication or Development Communication and any other relevant field

Minimum 2 years in BCC programming experience; knowledge on BCC/ IEC and advocacy programme planning

Knowledge on malaria and with experience working with vulnerable population

Minimum 2 year experience in development projects with NGOs

Good understanding on programme goals versus BCC/ IEC objectives

Ability to handle work efficiently and accurately under time constraints

Excellent skills in organizing advocacy programme

Excellent English both verbal and written competency

Proven reporting skills
