Project Manager – Disaster Risk Management (DRM)

Location:   Bangkok Office

Roles:

To lead and manage Plan Thailand disaster risk management (DRM) program including overall management of Climate Change Adaptation (CAA) Disaster Risk Reduction (DRR) and Safe School project, and overseeing disaster preparedness and response activities of Plan Thailand and partners in line with the Plan Thailand’s Country Strategy Program (CSP) and Plan International’s global DRM strategy.

Technically support related staff/partners for successful implementation of DRM projects through Plan’s Child Centered Community Development (CCCD) process.

Responsibilities

Planning

In line with Plan Thailand Country Strategic Plan, develop the Long/Short term plan and Action plan with budget for Plan Thailand portfolio of DRM related programs, specifically the current Climate Change adaptation and safe school projects

Develop project outlines

Identify the content, methodology, risk, opportunity , and strategy for implementation plan of  DRM Projects/Program

Implement & Management

Lead the project implementation for Plan Thailand   DRR portfolio,  most notable the Germany National Organization BMUB child centered climate change adaptation (CAA) project and safe school/DRR project, in coordination with ARO’s focal points and donors and in accordance with Plan’s CCCD approach

Provide/facilitate training related to CCA/DRM/DRM for Plan Thailand staff as well as partners in project areas

Oversee Plan Thailand’s disaster preparedness and response (including managing and building capacity of Plan Thailand’s Emergency Go-team), utilizing Plan disaster preparedness documents and assessment tool

Lead, manage and also initiate/facilitate the process of partners selection and recruitment for the project implementation and closely works  with selection partners to train/provide technical advise/facilitate the development project framework, work procedure, standard, and other related conditions in order to build capacity, delivery the efficient/effective result, and achieve the goal.

Technical leadership on CCA and DRM for Plan Thailand

Active engagement in policy dialogue and advocacy with government sectors, networks and civil society stakeholders at all levels on child centered CCA DRR and DRM

Oversee the partner’s implementation/management program and supervise the task and performance of DRM team to ensure quality implementation

Management of portfolio of programmes and activities: programme cycle management, staff management and financial management.

 Monitoring, Evaluation and Reporting

Lead the planning of assessment/monitoring of the DRM projects,

Monitor the progress of the program and evaluation the effectiveness of Plan’s project including partner performance for project development and assist the Program Director in the development of project’s  progress report

Resources Mobilisation

Prepare project proposals and raise funds for DRM work in nn Thailand (Disaster Risk Management, Disaster Risk Reduction, and Climate Change)

Qualifications:

Bachelor or Master degree in Social Science, development, disaster risk management or related fields

2-5 years  experience in Program management: situation analysis; planning; implementation, management, monitoring; and assessment/evaluation of disaster risk reduction & management project or other development projects that relate to disaster management, environment protection or climate change and at least 3 years at management level

·         Experience in setting up policies/ systems/ procedures for strengthening internal organization preparedness is desirable

Relevant program experience in either / or education in emergencies / protection in emergencies / food crisis or flood management is desired

Facilitation skills:  group discussion and other participatory tools & techniques for situation analysis, planning, monitoring, and   assessment/evaluation.

A willingness and ability to travel extensively (around 50% of time)

Good command of English and computer literacy

Some experience in working for a multi cultural organisation will be advantage
