Curriculum Consultants – Project Management courseware
1. Introduction & Background
USAID Civil Society Partnerships project of CSNM is seeking to advance professionalism and leadership of Civil Society Organizations (CSOs) in Thailand as well as the Lower Mekong Sub-region countries namely Cambodia, Lao PDR, Myanmar, and Vietnam to solve increasing challenges faced by CSO and to ensure maximum impact and contribute to sustainable development. The key to achieve this is to improve CSO capacity in project management and organizational management through innovative solutions with quality curriculum and training course of the subjects and easy access that fit with diverse contexts of respective countries. To design and develop the innovation solution in CSO capacity building, CSNM believes in collaborative work from experts of different culture and context to ensure curriculum delivered to CSO practitioners are resonate and contextualized.
CSNM/CSPP project is looking for experienced consultants to develop training courseware focusing on Project Cycle Management Course. The training courseware should cover 4 modules of Project Cycle Management which includes:
Project Cycle Management modules:
Module 1: Project/Problem Identification
Module 2: Project Formulation and Preparation
Module 3: Project Implementation
Module 4: Project Monitoring and Evaluation
2. Objectives of Consultancy
Objectives of the assignment include, but not limited to:
To identify knowledge, skill, and competency required in the learning needs of CSO staffs related to project management in their respective countries.
To review existing curricula, materials and methodologies of project cycle management courses for CSOs in LMS.
Design and develop training materials to be included in course-based workshop.
Develop assessment on learning effectiveness, course evaluation, course delivery
Provide technical advice and support on training pilot to be delivered by CSPP
3. Detail Scope of Work
The tasks are expected from the selected consultants
Identify learning needs of CSO staff in their own country to identify the knowledge, skills and competencies required to manage project efficiently and effectively.
Develop an effective instructional strategy/learning plan and design documents for the learning solution based upon established learning objectives and the characteristics of a given target audience.
Design and develops print materials including participant and facilitator guides.
Develop the evaluation of the effectiveness of learning programs and makes recommendations accordingly.
Support the pilot training of the developed courses delivered by CSPP team
Attend the review workshop which will be organized by CSPP in June, 2016
Revise and submit the final training manual and relevant document to CSPP by July 2016
Regularly communicate with CSPP representative throughout the contract period
4. Expected Outputs/deliverable
The consultant deliver the following key outputs:
Learning needs of CSO participants in their respective country – identification of knowledge, skills, and competency required to build the professional career of identified target audience to be efficient and effective project manager.
Project management curriculum of the four modules – detailing effective instructional strategy/learning plan of each project management module designed with clear learning outcome, based on established learning objectives and characteristics of identified target audience.
Project management print materials including participant and facilitator guides – this involves training slide presentation, training manuals, and handouts. Ensuring the content is relevant to current industry needs.
Assessments - Learning and training evaluation for each modules that would measure change in skill, knowledge, and attitude of training participants.
Technical support – support trainer on the training pilot of the developed modules through remote communication via e-mail or skype call to ensure training process delivered and final product developed based on the real need of target audience.
5. Work Location
Consultants will be based in their home countries, work remotely with CSNM/CSPP team but will meet sometime in series of workshops scheduled by CSPP.
6. Timelines
The consultancy time frame will starts from November, 2015 and end no later than July 2016.
Contract of the consultancy service start November 2015
First draft of training manuals submitted (module 1&2 Jan 22, 2016 module 3&4, Feb 12, 2016)
Review workshop will be organized in June 2016
Final draft of training manuals submitted (module 1&2, July 15, module 3&4, July 29)
7. Qualification of the consultants
Individual consultants must have experience and track record on Training Manual Development and Project Cycle Management.
The consultants must have at least 3-5 years of relevant professional experience.
A minimum of 5 years experiences in developing training manual curriculums, particularly Project Cycle Management
Strong interpersonal, team work and communication skills
Ability to use different approach in training methodology that can stimulate participants interaction and learning
Excellent analytical, research, writing and communication skills.
Full computer literacy and fluency in English – both written and spoken – are essential.
8. Remuneration
Interested consultants should form as a group of 2 individual consultants and submit the proposal for this consultancy service. Consultants can submit 1 proposal or up to 2 proposals in which 1 proposal will cover 2 modules. These modules are recommended in each proposal – module 1 & 2 should be in the same proposal and module 3 & 4 should be together in one proposal.
The consultancy services will be contracted as a package of the training manual (each manual will cover 2 modules). The lump sum consultancy service fee for each manual will be 11,100 USD which equals 355,200 Thai Baht (with the exchange rate of 32 Baht to 1 USD).
The contract will be paid in 3 installments: 20% upon signature of the contract; 40 % after the submission of the first draft of the selected modules; and 40% upon satisfactory revision and final version of the modules submitted to CSPP team. The payment will be made to the consultants through bank transfer.
The consultants will be responsible for the withholding taxes required by the Thai’s law.
9. Request for Proposal
CSNM/CSPP is looking for group of consultants who will be able to deliver and agree with the information as identified in Section 2, 3, 4, 5, 6, 7 and 8.
The proposals for consultancy have to reach CSNM/CSPP by Friday, November 20th, 2015.

10. Selection Process
CSPP will form a selection committee among the CSPP team in order to select the qualified proposals based on the developed selection guidelines and criteria. Only successful proposals will be contacted on Friday, Nov 27, 2015. The selected proposals will be contracted accordingly for the consultancy service to develop the training manual.

The consultants who are contracted for consultancy work will be required to submit the first draft of training manual on a different timeline depending on which module the proposals cover. For instance, if the proposal covers module 1 & 2, then the date for submitting the first draft will be on Friday, January 22, 2016. However, if the proposal covers module 3 & 4 the submission date will be on Friday, February 12, 2016.

Review Workshop on Project Cycle Management Training Manual
Timing: June 2016
A review workshop will be held in Northeast of Thailand in June, 2016. The workshop will convene all contracted consultants to come together and attend the workshop. Tentatively, the workshop will be designed as a platform to discuss about the training manual, provide feedback to the consultants drawing from the pilot test training with CSPP core partners.
Revision of Project Cycle Management Training Manual
Timing:
Module 1 & 2 Friday, July 15, 2016
Module 3 & 4 Friday, July 29, 2016
After the revision workshop, the consultants will be required to revise the training manual based on the feedback during the workshop. The consultants should send the final version of their selected manual to Mr. Saveun Nhim by email provided above following these submission deadline for each manual.
