Première Urgence-Aide MédicaleInternationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.

Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide MédicaleInternationale in 2011.

PU-AMI in Thailand

PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.

The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.

PU-AMI Thailand offers:

-clinical services and disease surveillance/control in the 3 camps

-health promotion and disease prevention in Maela camp

-vertical programs such as HIV/AIDS, TB, and Mental Health

-capacity building

PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:

Position:                                FIELD MANAGER  

Under the authority of:     PROGRAM COORDINATOR

Supervises:                           Medical Officer, Nurse Officer, Field logistician, Hospital Director

Working Location:               Mae Sot Base and Mae La camp              

Working hours:                    Following PU-AMI rules and regulation

Starting Date:                       As soon as possible

 

1. Main Objective

 

PU-AMI is looking to recruit a FIELD MANAGER to be in charge of overall management, supervision & implementation of PU-AMI activities in Maela camp including implementation and follow-up of the activities  within the respect of PU-AMI administrative, financial and logistic procedures, team management , coordination with partners and authorities, planning, monitoring, evaluation and reporting, context and security follow up.

2. Specific Responsibilities:

     1.  Implementation and monitoring of the activities

         - Supervise and support the implementation and follow-up of the Primary health Care activities at camp level ( Curative and Preventive health)

        - Ensure a proper reporting, communication and information flow between the Coordination, Base, and Camp levels.

        - Supervise the logistics and rehabilitation of the Health Facilities

        - Monitor the application of the administrative, logistics and medical procedures

       - Identify, assess and analyze needs with the Primary Health Care staff, the Hospital Director (HD), and the teams, make suggestions to the Program Coordinator to improve the quality of the activities.

 

      - In case of outbreak, manage and coordinate the response at camp level with the support of and under the supervision of the Coordination team

 

    2. Reporting

     - Draft Monthly reports compiled with reports of Nurse and Medical Officer

     - Contribute to the donor reporting

     - Ensure effective and timely data collection at camp level.

     - Follow-up of the medical team reports

     - Participate to the capitalization and management of the knowledge on the mission.

     - Provide and disseminate minutes of the monthly base and camp meetings.

 

    3. Financial and Logistic Management

     - Provide financial management: Budget Forecast, Budget follow up

     - Provide Purchase request in due time for the implementation of the activities

     - Identify and suggest logistics and administrative needs to ensure support services for program implementation are operating effectively.

 

    4. Human Resources and Team Management (Mae Sot and camp team)

     - Support, supervise and evaluate the Medical Officer, Nurse Officer, Field logistician and Hospital Director.

     - Organize monthly base and camp meetings.

     - organize bi-monthly meetings with direct supervisees ( Medical Officer, Nurse Officer, Field Log and Hospital Director)

     - Organize team building events in camps

     - Organize the recruitment of camp and base staff ( JD, test, interview, appraisal)

     - Ensure training, follow-up and evaluation of the base staff (objectives-based)

     - Ensure disciplinary actions when required especially for camp staff

     - Identify and suggest to the coordination team Human Resources needs

     - Work in close collaboration with all medical, training, logistics and administrative team members

 

    5. Coordination and partnership

     - Ensure internal and external coordination and communication with vertical programs, training team, local partners, authorities and local community representatives.

     - Support pro-actively community development activities for all PU-PU-AMI program components, notably preventive (Outreach and SRRT), TB (ACD, HBC), Mental Health, and HIV/Aids

     - Under the supervision of the Program coordinator, represents PU-AMI with the implementing partners (NGOs and other partners) at camp and base level, including local authorities (camp committee, camp commander, District Health officer).

     - Participate and share with Hospital Director and Medical Directors the represenation needed in meetings in Maela camp

     - Facilitate the resolution of possible misunderstanding or disagreements affecting PU-AMI program.

     - Implement and follow-up of the partnership agreement with other NGOs and agencies.

     - Participate in monthly Extended Coordination Meetings in Mae Sot.

 

    6. Security and context follow up of Maela camp

     - Follow up and report on the evolution of the local context and security

     - Participate in the development of updated security manuals and contingency planning

     - Report immediately to the Logistic Coordinator and Program Coordinator in case of security incident.

     - Implementation of emergency measures, in collaboration with the Program Coordinator and Logistics Coordinator.

 

    7. Others

     - Report to Program Coordinator in case of displaced population influx or emergency situation.

     - Implement an emergency response with local partner agencies and/or CBOs under the supervision of Program Coordinator.

3. Requirements

   1. Background  /education

     - Relevant degree in management, public health, international relations, development, or other related field.

 

   2. Work Experience

     - At least 3 years working experience as a field or project management position especially with humanitarian NGOs.

     - Experience in financial, administrative, and logistics management.

     - Field Experience on the Thai Burmese Border is a strong asset.

     - Experience in Public health sector is an asset.

 

  3. Languages

     - Fluent in English compulsory.

     - Thai, Karen or Burmese is an asset

 

   4. Other skills and competencies

4. Condition and benefit

     - Monthly basic salary : 61,000 THB

     - Seniority bonus of 2.5% per year, limited to 10 years of seniority

     - Personal income tax in Thailand covered by PU-AMI

     - IPD and emergency package with local insurance company

     - OPD expenses up to 5,000 THB/year covered by PU-AMI
