Title:    (International) Senior Nurse Trainer / Adviser (2 positions)

            (International) Senior Midwife Trainer / Adviser (2 positions)

1. Background

The Lao and Luxembourg governments decided for the fifth Lao-Luxembourg Indicative Cooperation Programme (ICP V) to maintain and deepen collaboration nationally, but with emphasis on the provinces of Bokeo, Bolikhamxay, Khammouane and Vientiane, through following four sectoral programmes (2023-2027) with a total budget of approximately 100 million EUR, as follows:

• Health and Nutrition (H&N) with a budget of 32,5 million EUR.
• Local Development with a budget of 34 million EUR (including Swiss co-financing).
• Skills for Tourism, Agriculture and Forestry (STAF) with a budget of 25 million EUR (including Swiss and EU co-financing).
• Rule of Law, Access to Justice and Good Governance (ROLAG) with a budget of 9 million EUR.

The Health and Nutrition programme is the continuation and further expansion of two previous healthcare support initiatives named Lao-Luxembourg health sector support programme (LL-HSSP). The programme will work in close cooperation with the United Nations Joint Programme (UNJP), especially at the provincial level in the fields of Reproductive, Maternal, New-born, Child, and Adolescent Health (RMNCAH) and nutrition – latter in close concert with ongoing initiatives undertaken by Caritas Luxembourg. 

2. OBJECTIVES

• Senior Nurse Trainer / Adviser: improving the quality of nursing practice and nursing management in the public health facilities of the province of deployment.
• Senior Midwife Trainer / Adviser: improving the quality of midwifery practice and management in the public health facilities of the province of deployment.

3. MAIN RESPONSIBILITIES

Senior Nurse Trainer / Adviser:

• Train nurses to improve the quality of nursing practice in the province and district hospital level, and to uplift nursing care in line with national guidelines or acceptable international practices;
• Analyse and identify performance gaps, and to provide adequate technical advice regarding the organization and practice of nursing care and its implementation;
• Contribute to overall Quality of Care Improvement mechanisms,
• Identify, facilitate and improve in-service training of nursing students.
• Perform technical, administrative and reporting tasks in relation to this position.

Senior Midwife Trainer / Adviser:

• Train midwives to improve the quality of nursing practice in the province and district hospital level, and to uplift nursing care in line with national guidelines or acceptable international practices;
• Analyse and identify performance gaps, and to provide adequate technical advice regarding the organization and practice of nursing care and its implementation;
• Contribute to overall Quality of Care Improvement mechanisms;
• Identify, facilitate and improve in-service training of nursing students in the provincial hospitals;

4. SKILLS REQUIRED FOR THE JOB

• Senior Nurse Trainer / Adviser specific:
  • Diploma/bachelor’s degree in nursing and clinical specialization.
• Senior Midwife Trainer / Adviser specific:
  • Diploma/bachelor’s degree as midwife and clinical specialization.
• Requirements for either Nurse/Midwife Senior Trainer / Adviser position:
  • Master’s Degree in related clinical area is preferred.
  • Five years of experience managing hospital quality improvement / process management.
  • Ability to guide professional teams in managing organisational transitions.
  • Possess demonstrated experience as a member of a multi-cultural team and possess exceptional interpersonal communication skills to guide and motivate collaborators.
  • Excellent English and Lao or Thai  language skills.
  • Previous experience in working with international organizations or NGO is an advantage.

5. CONDITIONS:

• Location:
  • Senior Nurse Trainer / Adviser (2 positions) - Bolikhamxay / Khammouane Province
  • Senior Midwife Trainer / Adviser (2 positions) – Khammouane and Vientiane Province
• Nature of the position: fixed-term contract, full time;
• Duration: 24 months;
• Expected starting date: as soon as possible, 01/01/2024;
• Salary will be calculated based on the experience and qualifications of the successful candidate.
