Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. 1. ORGANISATIONAL CONTEXT AND SCOPE:
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations Refugee Agency (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum. The RSO was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. 2. RESPONSIBILITIES AND ACCOUNTABILITIES
Under the supervision of the Programme Manager (Transnational Crime and Technology), the Programme Officer (Transnational Crime and Technology) will assist in the RSO’s engagement with key stakeholders, support the implementation of activities within the Transnational Crime and Technology (TCT) workplan, and contribute to the fulfilment of the RSO’sannual workplan.
Deliverables for the Programme Officer will be to:
1. Support the organisation of meetings, roundtables, report launches, and other events led by the RSO’s TCT Programme.This will include:
a. Developing key strategic and planning documents including concept notes, agendas, invitation letters and outcomereports.
b. Supporting administrative elements of events, such as liaising with venues, facilitating event registration, organisingtravel arrangements, and completing mission reports.
c. Coordinating with partners as necessary.
2. Contribute to research, analysis and reporting to support the TCT Programme policy briefs, research publications, grant development, donor reporting and other similar outputs. This will include:
a. Conducting desk research on topics related to transnational crime and technology.
b. Producing summary documents or short briefs as requested by the TCT Programme Manager and other RSO staff.
c. Supporting the editing and revision of the TCT Programme research outputs.
d. Identifying potential funding opportunities and writing related grant proposals.
e. Actively staying informed of the latest developments related to transnational crime and technology and providing inputs and support to RSO staff on related topics as requested.
3. Develop strategic communication materials to support the objectives of the TCT Programme. Including:
a. Authoring web stories to be posted to the RSO website.
b. Developing social media posts in support of TCT Programme events, research outputs and broader strategic objectives.
c. Maintaining a social media presence to highlight key facets of the TCT Programme’s work.
d. Coordinating with the Communication and Engagement Team to ensure the TCT Programme is consistently andaccurately reflected in RSO communications outputs.
4. Participate in strategic planning processes, including workplan development.
5. Monitor and evaluate programme implementation, including through:
a. Developing monitoring and evaluation frameworks in conjunction with the TCT Programme Manager.
b. Collecting and collating data related to activity implementation and tracking progress towards programme objectives.
c. Inputting to weekly and monthly reporting as required.
6. Develop and maintain relationships with key internal and external stakeholders and represent the RSO professionallyand with integrity.
7. Perform other duties as directed.
Performance indicators for the evaluation of results
Performance management is a continuous process of improving performance by setting individual and team goals which are aligned to the strategic goals of the organization. The performance management process includes clarifying expectations, setting objectives, providing feedback, reviewing results and developing the knowledge, skills and abilities of staff.
All employees will participate in the RSO’s Performance Management Framework and prepare a Performance and Development Agreement (PDA) with their respective supervisor. The PDA will include their role and responsibilities, performance expectations and a development plan which the employee will be assessed against.
The Programme Officer may identify and pursue learning and professional development opportunities following endorsement and support from the Programme Manager and in line with the RSO Performance Management Framework.
The Consultant will work within the RSO’s Performance Management Framework and identify performance goals for the duration of this contract. The Performance Management Framework will include their role and responsibilities, performance expectations and a development plan which the employee will be assessed against.
