Type of Appointment  : Special Short Term Contract

Initial 6 months with possibility of extension

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

 

  1. ORGANIZATIONAL CONTEXT AND SCOPE:

 

Under the direct supervision of the Senior Project Assistant of Emergency and Post-Crisis (EPC) Unit and overall supervision of the Project Manager of the EPC Unit and Migration Health Officer of the Migration Health Division (MHD), the successful candidate will contribute to the Humanitarian, Development and Peace Nexus project that aims to ensure migrants, mobile populations and host communities live in equitable, inclusive societies to access essential services and have decent work. The candidate will also support implementation of material and service support to minority groups from Myanmar and other vulnerable migrants in Immigration Detention Centres, Shelters for Children and Families, Welfare Protection Centres for Victims of Trafficking and other locations in Thailand.

 

  1. RESPONSIBILITIES AND ACCOUNTABILITIES:

 

The successful candidate will have the following duties and responsibilities:

 

  • Coordinate with Migration Health Division (MHD) and Emergency and Post-Crisis (EPC) Unit to conduct medical screening of project beneficiaries and identify those in need of health assistance.

 

  • Ensure access to healthcare for project beneficiaries by strengthening the capacity of community Migrant Health Volunteers (MHVs) and provide guidance to the MHV network in the identification of vulnerable migrants in need of healthcare to link them to local healthcare providers to receive the required treatment.

 

  • Train and monitor the MHVs to carry out Risk Communication and Community Engagement (RCCE) to improve health practices, facilitate social cohesion in the community and raise awareness of migrants’ rights and existing health services in the community.

 

  • Liaise with the procurement team to receive essential health non-food items (NFIs) and ensure timely distribution to vulnerable Myanmar migrants and community members.

 

  • Provide primary medical treatment and identify and refer the most vulnerable Myanmar migrants in communities in need of urgent health care support.

 

  • Liaise with the Thai Immigration Bureau (TIB), Ministry of Social Development and Human Security (MSDHS), and Provincial Public Health Office (PHO) counterparts and local hospital representatives to ensure the continued diagnosis, treatment and follow-up of urgent medical cases among the beneficiaries including minority groups from Myanmar as well as other vulnerable migrants in temporary detention.

 

  • Conduct regular health screenings, provide primary medication, and conduct regular nutritional assessment for minority groups from Myanmar and other vulnerable migrants, as well as screening for communicable and non-communicable diseases among new arrivals in Immigration Detention Centres, Shelters for Children and Families, Welfare Protection Centres for Victims of Trafficking and other locations in Thailand.

 

  • Ensure surveillance for communicable diseases and the timely notification of TIB, MSHDS and PHO medical personnel for identified cases, including cooperation and participation in outbreak response.

 

  • Provide regular updates on the support provided (health, number of patients, diagnosis, treatments, follow-ups, results, etc.) to the project staff, including updates on any issues affecting or related to the implementation of the support.

 

  • Report regularly to the project staff regarding the material and service needs of the project beneficiaries, with a particular focus on medical needs, but also including food assistance, water and sanitation, hygiene, shelter and non-food items.

 

  • With the support of an interpreter or MHVs, deliver various health related awareness sessions to the project beneficiaries.

 

  • Conduct regular travel to project areas as may be required.

 

  • Assist with administrative and financial tasks such as processing Procurement Requests and official request letters relating to health assistance.

 

  • Perform such other duties as may be required.

 

 

 

 

 

 

 

  1. QUALIFICATIONS AND EXPERIENCE

 

EDUCATION

 

  • University Degree in Nursing with at least three years of relevant professional experience.

 

  • High school degree with at least five years of relevant professional experience.

 

EXPERIENCE

 

  • Clinical experience

 

  • Valid nursing license

 

SKILLS

 

  • Computer literate

 

  1. LANGUAGES

 

  • Fluency in English and Thai (oral and written) is required.
