Terms of Reference - Training of Trainers (ToT) for Communication
Background
Diakonia is a Swedish non-profit development organization working around the world together with local partners for a sustainable change for the most vulnerable people of the world. Our Head office is based in Stockholm, Sweden and the organization currently works through local offices in 24 countries in Africa, Latin America, the Middle East, and Asia and supporting about 400 local partner organisations. Diakonia’s vision is a Just, Equal, and Sustainable World. Our mission and goal are to change unfair political, economic, social, and cultural structures that cause poverty, oppression, inequality, and violence.
In Thailand, Diakonia supports a variety of local partner organizations with a focus on legal status and citizenship, land rights and environment, human trafficking, safe migration, gender, child rights and indigenous people’s rights. The programme aims to increase equal rights for ethnic minorities, and strengthen gender equality among ethnic minorities and migrant workers, as well as increase CSOs competency, collaboration, and networking ability to become relevant actors for social mobilization with positive visibility.
As the strengthening capacity for partners is part of our programme, the capacity for communication is the area that was identified and requested to be strengthened by our partners. Based on the request of partners, in 2022, Diakonia Thailand conducted a needs assessment to survey existing partners’ capacity and identify areas for strengthening their capacity for communication. The results are used as a base to design the scope of this Training of Trainers (ToT).
Objective
The objective of the training is to develop the knowledge and skills in communication through social media platforms that can apply in CSOs sector based on media ethics.

Approach and method
It is expected that the consultants describe and justify an appropriate approach, methodology, methods, and tools for the training. These should be based on the ToT for Communications’ objective, expected results, and participants. The tender should include a cost-effectiveness ambition level. The consultant should take into consideration the learning process and the interaction of participants.
Time schedule and deliverables
It is expected that a time and work plan be presented in the tender and the maximum length for the training session is for 2 days. The training will be held on 4th – 5th May 2023. The time schedule and deliverables are as follows:
Qualifications and competencies
The training may be conducted by a single consultant or a team with the following qualifications and competencies:
If it is a team, one person shall be assigned as the team leader with the overall responsibility for the review. The team leader shall have experience in leading the training. A CV shall be included for each team member and contain the full description of the consultant’s qualifications and professional work experience.
Budget
The budget is upon agreed. The cost of travel within the country and accommodation will be covered by the consultant and shall include in the submitted budget (Thai Baht).
Roles and responsibilities
The contact person at the Diakonia Thailand Country Office is Wipawan Khoonthaweelapphol, Programme Officer. The contact person should be consulted if any problems arise during the implementation timeframe. The consultant will arrange their own logistics and accommodation. Some assistance will be offered by Diakonia Thailand Country Office upon request.
Terms and conditions
The consultant is responsible for income tax, travel insurance, and accommodation if needed. The consultant is required to sign and follow Diakonia’s code of conduct along with the agreement.
