RECOFTC is inviting candidates to apply for the position of Project Finance and Administration
Officer for Explore. The successful applicant will be based in the RECOFTC main office in
Bangkok, Thailand. The contract duration is for 24 months with a possibility of extension
subject to funding availability and satisfactory performance. The position is for Thai Nationals
only.
About the project
Established in 2020, Explore is managed by a Secretariat, hosted by RECOFTC in partnership
with the Center for International Forestry Research and World Agroforestry (CIFOR-ICRAF).
The program receives financial support from Sida. Explore develops the research capacity of
universities in Southeast Asia on forest landscape governance. It supports researchers,
universities and research institutions to improve their ability to conduct quality and
transformative research, as well as leverage research to support policy development and
implementation at various levels leading to more equitable, community-oriented forest
landscape governance.
The overall objective of the Explore program is to support governments in using high quality
research to improve policies and institutional frameworks for the inclusive and sustainable
management of forest landscapes in Southeast Asia that contribute to climate and development
goals such as SDGs.
The program is now in Phase 2. The main objective is for innovative and well-designed
research to be widely used by key stakeholders and support informed policy and decision
making at landscape, national and regional levels. Phase 2 is being implemented from October
2022 to September 2027.
The Explore program is a long-term engagement between Sida, RECOFTC and CIFOR-ICRAF,
and it envisages three phases with a timeline of 10-12 years.
Specific tasks and duties
The Project Finance and Administration Officer works as a member of the Program
Coordination and Technical Service Unit and will be based at the RECOFC Main Office. The
Project Finance and Administration Officer oversees all finance of the grants managed by
Explore program to ensure that grant recipients are aware and follow Explore and RECOFTC's
accounting and financial standards and procedures, as well as Sida's requirements. The officer
will review financial and audit reports from the grant recipients, and work with Accounts and
Administration Officers in RECOFTC country offices to ensure that they can support and review
financial settlement from the grant recipients.
The Project Finance and Administration Officer works under the supervision of the Explore
Program Coordinator and provides fiduciary oversight, financial and accounting advice and
support to the project implementation team at Main Office and country offices, as well as
partner organizations. Specific tasks and duties include:
• Oversee finance and accounting of the grants managed by the Explore Program in
consultation with the Explore Program Manager and Program Coordinator,
RECOFTC Grant Manager and the Corporate Services team
• Under supervision of Program Coordinator, develop, update and clarify financial and
accounting guidelines, regulations and instructions for project implementation to Explore
grant recipients
• Provide instruction, support and quality control to country office Accounts and
Administrative Officers to ensure that project finance tasks under relevant country
offices are well implemented
• Provide necessary financial and accounting support and financial advice to grant
recipients to ensure cashflow feasibility and compliance with all relevant policies and
regulations, and on grant auditing according to the audit requirement
• Provide financial and accounting support and liaise with RECOFTC country offices to
review grant recipients' financial report and support document
• Provide financial and accounting support for Explore events and activities, as well as for
staff traveling on duty
• Work with Explore grant recipients and relevant Accounts and Administrative Officers in
RECOFTC country offices to ensure that the grant recipients can submit financial
reporting to Explore according to Explore and RECOFTC financial standards and
procedure, and donor requirements
• Review and closely monitor project budget, expenditures including procurement of
project partner organizations and country teams
• Support the development and implementation of the capacity development program,
including training, for all grant recipients to ensure they have the capacity to adhere to
Explore program guidelines, including reporting on use of grants
• Process and record fund transfers and payments in compliance with donor and
RECOFTC guidelines
• Review the local audit results, ensuring the audit is fully conducted as per the terms of
reference, as well as putting in place audit findings/ recommendations
• Assist the Explore Program Coordinator in coordinating and responding to donor
requests including financial report and financial inquiries
• Liaise with the auditor and collaborate with the Corporate Services team during the
project audit
• Assist the Explore Program Manager and RECOFTC staff in coordinating and
communicating with other units of RECOFTC and country offices, regarding financial
and accounting matters
• Perform other duties as assigned by the Explore Program Manager and Program
Coordinator
Qualifications and experience
The Project Finance and Administrative Officer will have the following essential and desirable
qualifications and experience:
Essential
• Bachelor’s degree in accounting or finance management
• At least 5 years’ experience in accounting and administration role, with financial
management and monitoring responsibility
• Experience in working with international non-profit organizations
• Ability to prioritize, plan and organize work with minimum supervision
• Ability to work in multidisciplinary teams and cross-cultural environments
• Strong computer literacy, particularly with programs in Microsoft Office
• Excellent Thai language skills and fluency in verbal and written English
• Thai national
Desirable
• Experience in project and/or program administration and information management
• Knowledge of SAP System
• Experience working with diverse donors and familiarity with their procedures and
requirements related to financial reporting and monitoring
• Understand broad concepts of community forestry/natural resource management
