 Mental Health Campaign Consultancy

Background

Save the Children believes every child deserves a future. In Thailand and around the world, we do whatever it takes – every day and in times of crisis – to ensure the rights of every child to a healthy start in life, the opportunity to learn and protection from harm. Our experts go to the hardest-to-reach places where it’s toughest to be a child. We ensure children’s unique needs are met and their voices are heard. Together with children, families and communities, as well as supporters the world over, we achieve lasting results for millions of children.

Save the Children first started work in Thailand in 1979, supporting the Khmer refugee crisis. We then started work on youth development, anti-human and child trafficking in the Greater Mekong area, positive parenting, child sponsorship, agroforestry and livelihoods and humanitarian relief. Despite our long history in Thailand, our brand presence and recognition in Thailand are not particularly high. We have also recently transitioned to a national office model in 2022 as Save the Children (Thailand) Foundation or SCT. This is leading to significant changes in our fundraising and governance models, and the need to increase brand visibility and recognition from Thai audiences.

Alongside the move to a local foundation, part of SCT’s 2022-2024 country strategic plan is to run a 3-year Flagship Country Campaign that will seek to create behaviour change, policy/law changes, increased brand awareness, and engaging new supporters of child rights in Thailand. Based on existing audience research and workshops with the country management team, SCT has identified ‘mental health’ as its flagship campaign topic throughout the upcoming 3-years period, with a focus on the children who are most impacted by inequality and discrimination such as children on the move, LGBTQI+ children, and children affected by the conflict.

With this in mind, SCT is looking for a consultant or agency to lead in campaign design and implementation to raise the Thai public’s awareness of mental health issues, as well as building brand awareness of SCT presence in Thailand.

1.Design the campaign

  • Analyzing information gathered by SCT through desk review on existing campaign on mental health in Thailand and, if relevant, in other countries with similar context.
  • At least two participatory campaign design workshop(s) with Save the Children and partners
  • Conduct at least 4 focus group discussion with different groups of children, preferably with migrant children in Mae Sot and children affected by conflict in the Deep South, to ensure inclusion of children’s voices in the design of key activities, in line with Save the Children’s Child Safeguarding Policy
  • Draft the recommended design of the campaign framework that includes a monitoring plan

Note: All produced material must be in Thai and English

  1. A summary and recommendation of the desk review
  2. At least two meeting notes on the discussion
  3. Focus group discussion report
  4. Campaign framework (results, key messages, target audiences, key milestones, event budget, key activities, potential partners/ stakeholders)
  5. 2023-2024 campaign plan timeline

2.Implement the campaign

  • Lead in development of theme and materials for the campaign – aligned with Save the Children’s global brand guideline
  • Support planning of campaign framework from 2023-2024 and implementation 2023, by using of these materials to raise public awareness on the issue of mental health for vulnerable children
  • Support media engagement planning and the development of media materials
  1. The agreed list of materials to be produced by the consultant within the scope of the budget
  2. Set of shared materials for use in public campaign according to the agreed list- including illustrations, social cards, videos, spotlight messaging for social media and other relevant materials
  3. Implementation plan including media engagement plan and lead on agreed actions to disseminate key messages
  4. Campaign performance report, including design assets

Key Qualifications:

  1. Strong understanding of children’s issues in Thailand. Good knowledge of mental health issues is a plus.
  2. Successful track record of designing and implementing public campaigns on social issues.
  3. Experience in engaging children in campaign design
  4. Good network of partners to support implementation of activities, including media contacts.
  5. Proficient both in Thai and English
  6. Ability to work independently and meet tight deadlines.

Consultancy period:  15 January – March 2023

Professional fees: Based on competitive application process

Management:

Commission by ACCM, Save the Children (Thailand) Foundation.

The Consultant will also need to coordinate with our SPQI Director, Child Protection Technical Advisor, relevant project coordinators; and should note that all campaign work will be monitored by Save the Children’s MEAL (Monitoring, Evaluation, Accountability, and Learning) team.

Place of work: Bangkok, Thailand and travelling to the project sites for the FGDs activities.
