Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public enterprise owned by the German Federal Government. German development cooperation in Thailand has been operating through GIZ since 1956 when Germany and Thailand signed the Agreement on Development Economic Cooperation. With time, GIZ activity have evolved towards technical cooperation in particular in the field of environment and energy.

The GIZ Energy team implements several projects supporting the energy transition in Thailand and the region jointly with government and public partners (Energy Policy Planning Office, Office of the Permanent Secretary, Energy Regulatory Commission, power utilities etc.) as well as in cooperation with universities and private sector representatives. Although each team members is focusing on one or two projects, the team works as one and the portfolio offers ample opportunities for diverse, challenging and exciting work opportunities in one of the most important sectors for the environmental and economic future of Thailand.

To contribute to the implementation of one of its most important projects and the development of its portfolio, GIZ Energy is recruiting a senior advisor who will contribute to the implementation of a number of activities under the supervision of the Energy programme director and in close cooperation with the rest of the team. The main focus will be the preparation and implementation of the new International Climate Initiative Bilateral project, the TGC EMC.

The Thai-German Cooperation on Energy, Mobility and Climate (TGC-EMC): the programme’s objective is the acceleration of Thailand (THA) ’s energy transition towards a sustainable model ensuring economic growth and compatibility with high climate ambitions. The focus is on the two largest and strongly interlinked GHG emitting sectors: electricity and transport. Support to THA’s leapfrogging will be provided through a holistic approach focusing on the transition’s barriers and triggers which have been identified: O1 technical and operational challenges (i.e. through know how and technology transfer), O3 City Labs – implementation to scale (innovation creation as well proof of concept tested in cooperative pilot projects) and O2 addressing regulatory challenges (i.e. through a joint approach aiming at the removal of policy and market barriers and comprehensive incentives). The TGC EMC covers 4 subsectors among which energy is one of the most important. The preparation phase of this programme is ongoing and will last throughout 2022 for an implementation between 2023 and 2027.

Task and responsibilities:

The senior energy advisor manages independently his own tasks from technical input to stakeholders relation (with a focus on energy institutions and power utilities), coordination and organisation contributing to the successful implementation of our projects.

The following tasks are foreseen:

  • Contribute to TGC EMC’s project operational planning including activities, timeline, and milestones

  • Implement project activities independently, efficiently, transparently and in close cooperation with other teams and colleagues. Activities foreseen include technical and policy training, policy advice, technical studies (e.g. modelling, load analysis), partner coordination etc.

 

  • Participate actively in coordination work with key partners / stakeholders and in particular the TGC EMC consortium and public partners (EPPO, ERC, EGAT, PEA).

  • Steer, support and review technical / policy research / studies on energy landscape, energy policy, and regulatory framework in Thailand from research framework to conceptualization and recommendation

  • Contribute to the drafting of project documents in particular on key technical and policy topics as well as on essential project documents such as reporting to donors.

  • Contribute to the monitoring and reporting of project activities

  • Support other projects’ implementation through strategic advice both technical as well as in terms of partner relation

  • Other tasks as required.

Experience and skills required:

  • Education: Master’s degree in energy, sustainability, environmental science, or economics (other degree with relevant practical experience are eligible for application).

  • A strong understanding of one or several of the following issues would be a strong asset in particular in a SEA context: power markets and regulation, renewable / carbon finance, RE and energy system technologies, grid infrastructure, and business models in future smart energy systems.

  • Experience: At least 7 years of professional experience in the energy sector or related field preferably in THA is required.

  • Work experience in project management or research work in an area related to the project’s focus is desirable.

  • Working experience with or within the following institution: Ministry of Energy, ERC, NERC, NESDC, EPPO, DEDE, EGAT, PEA or MEA is a very strong asset

  • Working experience with or within an international or regional organisations such as UN, ASEAN, or GIZ is another asset.

  • Knowledge/skills: Excellent command of ICT technologies and computer applications (MS Office etc.) is required. Excellent drafting and communication skills in both Thai and English

  • Language: Fluent practice of Thai and English both spoken and written is required. A written English test will be organised.

  • Personal skills / interests: Passionate about sustainable development and committed to the fight against climate change, strong understanding of the benefits and implication of energy transition.

  • Great networking skills, ability and desire to engage and interact with various stakeholders (i.e. government officer, power utilities, private sectors, etc.)

  • Diplomatic, solution-oriented mindset

  • Proactive with strong leadership quality, capable and excited to work under pressure
