Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
The Local Empowerment and Resilience Network (LEARN) Activity is a 5-year, USAID-assisted project that aims to empower citizens and communities in southeast Myanmar by developing and strengthening collaboration between civil society, ethnic service providers, and local administration/community-established governance structures to increase local agency, encourage social cohesion, and address community needs and concerns.
CPI is currently seeking two qualified candidates for the position of Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager for the LEARN Activity, with one position based in Mae Sot, Thailand and the other position based in Chiang Mai, Thailand. Each MEAL Manager will oversee MEAL activities for two LEARN consortium partners.
Primary Responsibilities
Coordinate with LEARN program and technical staff to review and update the LEARN project indicators, logical framework, and MEAL plan periodically to ensure compliance with USAID MEAL requirements and CPI MEAL policies.
Provide technical assistance as needed for the design and implementation of LEARN’s MEAL system, policies, data collection tools, and data visualization tools.
Support adaptive management of the LEARN Activity by regularly analyzing and presenting data on consortium partner performance based on MEAL indicators to program and technical staff during bi-weekly/monthly meetings
Lead coordination with MEAL focal at respective LEARN consortium partners for all MEAL processes, including donor reporting in line with USAID MEAL requirements
Oversee data quality assurance of MEAL data for two consortium partners, and provide guidance to consortium partners to support their grantees’ data quality as needed
Ensure that all consortium partners and local implementing organizations have a strong understanding of the correct data source, data collection methods, and analysis approach for all LEARN indicators
Provide MEAL related support to local implementing organizations during proposal development for LEARN subgrant funding (e.g., developing theory of change, logical framework, MEAL plans, etc.), as needed
Contribute to LEARN activities to strengthen the capacity of local implementing organizations to develop and implement effective MEAL systems, conduct data analysis, interpret findings, and use data for informed decision-making.
Provide technical inputs for survey/research design, sampling, and questionnaire development for LEARN
Provide managerial oversight and mentorship of Senior MEAL Coordinators. Monitor the capabilities of CPI’s MEAL team members, and organize supportive trainings (in-house or external) as required.
Regular Responsibilities
Maintain regular contact with MEAL focal persons from donor agencies, consortium partners, CSOs, ethnic service providers, and other relevant stakeholders
Contribute to the development of LEARN work plans, MEAL team work plans, and budgeting processes
Plan and conduct regular MEAL monitoring visits in coordination with LEARN team members
Develop and update MEAL training curricula, handbooks, SOPs, etc. for the project that are adapted to the local context
Review and clear technical reports from LEARN consortium partners, and provide feedback to CPI LEARN program and technical teams on consortium partners’ MEAL performance and data quality
Organize regular monthly team meetings to review the effectiveness of work done and plan for the upcoming month; report progress to the Senior MEAL Manager
Conduct any other relevant tasks assigned by the Senior MEAL Manager (supervisor).
Partner support
Assess MEAL capacity of LEARN consortium partners and local implementing organizations
Provide MEAL capacity assessment feedback to partners, and develop tailored plans for MEAL capacity strengthening activities
Conduct technical assistance to strengthen partners’ MEAL systems, and provide trainings on topics such as measuring project indicators, designing data collection and monitoring tools, standardizing information systems, Routine Data Quality Assessments (RDQA), creating parameter queries, etc.
Support partners to transition to ICT solutions for MEAL when possible/needed
ESSENTIAL SKILLS
Master’s degree in public health, epidemiology, statistics, or other relevant field.
At least five years of relevant MEAL work experience in humanitarian and/or development programming
Strong track record in developing and implementing MEAL systems
Strong knowledge/experience of quantitative and qualitative project evaluations
Strong report writing and data visualization skills, with the ability to present MEAL findings clearly
Some proficiency in statistics and statistical software
High proficiency in written and spoken English
Self-motivated and able to work independently
Highly organized and able to work to deadlines
Confident and cooperative, even under pressure.
Able to quickly develop a strong understanding of the local cultural and political context, and be able to motivate others and work successfully within these contexts.
Preferred:
Prior experience working with USAID or for a USAID grantee, and familiarity with USAID MEAL requirements
Prior experience working with ethnic service providers and CSOs in southeast Myanmar
