Consultancy for conducting REACT II Project Final Evaluation
Introduction
Save the Children (SC) has been working in Thailand since 1984, with offices in Bangkok, Mae Sot and Pattani. For over thirty-five years, we have been supporting the most vulnerable children with a specific focus on migrant children, refugees, conflict-affected minorities, children with disabilities and vulnerable children in urban areas.
Background
Reaching Education for All Children in Thailand Phase 2 (REACT II Project) aims to contribute to Thailand’s achievement of the Education for All (EFA) policy through improving access to quality basic education for migrant children (aged 3 – 18 years) in Tak and Ranong Provinces by 2022.
Objectives:
SCT intends to conduct a final (external) evaluation of REACT II Project to generate substantive evidence-based knowledge by identifying and documenting good practices and lessons learned from intended impact and unintended consequences of the project interventions. This evaluation is intended to assess the extent of change that has taken place in the lives of targeted children, quality of services provided, and related policy changes and implementation/response to the COVID-19 pandemic. The results from this evaluation will be highly useful in providing recommendations for the Thai Government, as well as future strategies for Save the Children Thailand Foundation.
To ensure objectivity and credibility, the evaluation is to be led by an external consultant who has made no prior commitment or contribution to the project. The evaluation is expected to take place from October to December 2022.
The overall objectives of this consultancy include:
The Evaluation team will be required to propose:

2. How the evaluation findings will be shared with each of the different stakeholders in the table above, particularly outlining how reporting back to communities, beneficiaries and children will be conducted in an accessible and child friendly manner.
Qualification and expertise
