Position Title:         Programme Manager, JRS Thailand 
Location:                Bangkok, Thailand 
Reports to:             Country Director 
Starting date:          Immediately 
Contract duration:  1 year (possibility of renewal) 

 

The Jesuit Refugee Service (JRS) is an International Catholic agency with a mission to accompany, serve and defend the rights of refugees and forcibly displaced people. It is essentially a service-oriented organization offering direct assistance to refugees and internally displaced persons in Australia, Cambodia, Indonesia, Myanmar, the Philippines, Malaysia, Singapore and Thailand. The style of service is direct and personal, working in situations of greatest need, seeking the long-term well-being of refugees and displaced persons, while not neglecting their immediate or urgent needs. It offers opportunities to a wide variety of staff, local and international, while maintaining localized scheme of salary/stipend, insurance, benefits, etc. 
In Thailand, JRS manages four projects spread throughout urban and rural areas serving refugees, asylum seekers and forcibly displaced persons. JRS Thailand has field offices in Bangkok and Mae Hong Son. The main areas of work include education, psychosocial services, livelihoods, and advocacy. Overall Position Purpose:  
The JRS Urban Refugee Thailand Programme Manager is responsible for the overall management and success of JRS urban programmes in Thailand ensuring fulfillment of the JRS mission, vision and values and promoting quality and standards established by the humanitarian sector. The Programme Manager will assist the Project Directors of two urban refugee projects in Bangkok to provide coherent and strategic management support to project teams in programme planning, implementation, reporting, monitoring, evaluation, accountability and learning (MEAL). He/She will coordinate and report human resource, financial and administrative concerns to the Country Director. 

 

Responsibilities: 

  • Promotes the mission, vision and values of JRS in all JRS Thailand urban programmes  
  • Provides overall coordination and management support to JRS Thailand urban projects and ensures program quality and standard based on JRS and international humanitarian standards 
  • Supports the Urban Education Program (UEP) and Urban Refugee Program (URP) Project Directors to ensure coherent and strategic support to project teams 
  • Conducts regular meetings with the Project Directors and relevant staff at all levels to promote close collaboration & coordination; conducts trainings and capacity building activities with JRS Thailand staff as appropriate and explore opportunities for staff’s professional development 
  • Enhances programmatic and financial viability of projects; responsible for the approval of project’s monthly forecast; works together with PDs and Country Finance Officer ensuring the good financial management of the projects. 
  • Works closely with the Country and Regional Teams (e.g., Programme Officer, Education Programme Specialist, Advocacy and Communication Officers, Finance & Human Resources) in managing all related aspects of programmes  
  • Assists in needs assessment, development of proposals, reports and related project documents for JRS and donors together with the Project Directors and other relevant staff at project, country and regional office levels  
  • Ensures that programmes operate within the mandate of the Royal Thai Government.  JRS together with other organizations and networks also advocate changes to government policy/practice as needed for the benefit of the refugees.  
  • Conducts regular monitoring, evaluation and learning activities in coordination with the project teams 
  • Represents JRS in coordination meetings such as donor meeting, partners meeting, Catholic network meetings, and other relevant meetings as delegated by the Country Director 
  • Participates in the regular JRS’ meetings (PD meetings, RO & CO Staff meeting, Thailand Country Annual Meeting, Asia-Pacific Regional Meeting, and IO related meetings) 
  • Networks with Government Organizations (GOs) NGOs and UNHCR, especially in the areas of protection (education, legal, etc.), safety, security, and areas identified by programmes sectors. 
  • Contributes to the publication of articles, brochures, etc. giving information related to the urban programmes  
  • Participates and acts as a resource person in country, regional & international meetings as requested 
  • Reports human resources, funding and administrative concerns with recommendations to the Country Director 
  • Coordinates donor’s visit in the office or in the project site as delegated by the Country Director. 

 

Qualifications & Experience:  

  • Fluent and excellent writing skills in English. Knowledge in Thai is an advantage.  
  • Relevant degree – preferably in Education, Social Work, International Development or any related professional field. Higher degrees are an added value for the service of refugees. 
  • Minimum of five years of professional experience in senior management position 
  • Understanding of and empathy with the refugees in the urban areas; understanding of local cultural sensitivities a strong plus. 
  • Working experience in Asia is an advantage. 
  • Computer literacy, being able to use Word, Excel, and Power Point programs  
  • Service-minded, patient, and self-motivated 
  • Ability to work successfully in a multi-cultural and multi faith environment and able to deal with limited resources and challenges 
  • Strong staff management and diplomatic skills, able to work successfully in a multi-cultural setting and stressful environment. 
  • Good communication skills, particularly in the areas of report-writing and project proposals; good working knowledge of project cycle management, experience with accounting, budgeting and the monitoring of funds; can work under pressure.
