Organizational Context 

The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), IFRC is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is served by a Secretariat based in Geneva, with regional, country cluster teams and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the Movement; and expanding engagement with partners.

As one of the five decentralized parts of the Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies of 38 countries through Country Offices (CO) and Country Cluster Support Teams (CCST) spread across East Asia, South Asia, Southeast Asia and the Pacific geographical areas. APRO, led by the Regional Director, is organized in six units overseen by unit heads: (1) Policy, Strategy & Knowledge; (2) Disaster and Crisis Preparedness, Response & Recovery (DCPRR); (3) Partnership & Resource Development; (4) Health & Care; (5) Communications and (6) Logistics Management.

The IFRC has signed an agreement with the Office of U.S. Foreign Disaster Assistance (OFDA) and the American Red Cross for a Red Cross Ready proposal with the aim of increasing the Capacity, Readiness and Resilience of National Red Cross/Red Crescent Societies in East Asia and Pacific to Respond to Local Disasters.  The programme will be implemented in Indonesia, Laos, Malaysia, Mongolia, Myanmar, Papua New Guinea, Philippines, Timor-Leste, Vietnam.

The Red Cross Ready programme does focus on implementation of NS priority actions arising from the institutional capacity assessments, with a primary focus on OCAC, BOCA and PER over the next two years. The programme contributes to the long-term process of building sustainable capacity within the nine national societies’ headquarters which is critical, along with a focus on financial sustainability, in order to enable future investments by national societies and their partners in the decentralisation of service delivery to the branch/chapter level.

The program aims to provide the necessary resources and support to nine national societies to accelerate their capacity building efforts, to ensure stronger national societies, deeper engagement with communities and local stakeholders, and improve effectiveness and efficiency of humanitarian preparedness and response.

The Project Management Coordinator will provide technical support to each national society which has its own unique stage of organizational development, and as such this program reflects a tailored, contextually appropriate approach to support nationally led, targeted technical support to ensure strong, locally relevant national societies in the region.

The position holder will work collaboratively with the other technical units in APRO, CO and CCST counterparts to ensure the coordination and support leading to the acceleration of each national society’s own capacity building plan, which has been derived based on strategic and standardized assessment and following a long-term path for change. Ultimately this will lead to saved lives and reduced losses before and after disasters.

 
Job Purpose

The Project Management Coordinator, under line management of the Regional NSD Coordinator, is accountable for effective management of Red Cross Ready programme in the target national societies, ensuring the programme implementation leading to successful programmes outcomes;

Outcome 1: People: The National Societies (NS) are better able to attract and retain qualified staff and volunteers.

Outcome 2: Legal Base and Systems: The NS have improved systems in place to support critical business processes using relevant technology where applicable.

Outcome 3: Sustained Resources: The NS have enhanced resource mobilization to enable faster and more predictable response.

Outcome 4: Learning and Accountability: NS develops and sustains a model of peer support to ensure consistent progress towards mutual goals, using a common measurement system.

by ensuring guiding the overall design and content of Red Cross Ready technical documents, coordinating IFRC support for enhancing the capacity of the selected national societies, and maintaining coordination with American Red Cross, the Movement and external stakeholders.

 

Job Duties and Responsibilities

Programme Management:

  1. Actively participate in the development and management of Red Cross Ready programme.
  2. Provide technical support to each national society to ensure that the programme reflects a tailored, contextually appropriate nationally led, targeted technical support to ensure strong, locally relevant national societies in the region.
  3. Work collaboratively with the other technical units in APRO, CO and CCST counterparts to ensure the coordination and support leading to the acceleration of each national society’s own capacity building plan.
  4. Contribute to sound financial and risk management by ensuring that OFDA-supported programmes of the selected countries are implemented according to approved plans and budgets, and in compliance with IFRC/OFDA procedures, regulations and policies.
  5. Support the overall programme strategy across the selected countries to support national societies to demonstrate concrete progress against common baselines and benchmarks, based on the National Society needs and progress and considering the country context and direction.
  6. Guide the selected countries to inculcate cross-departmental coordination and promote integration of multi-sector interventions as well as application of innovative approaches with the view of maximizing the quality, effectiveness and in compliance with IFRC guidelines and policies (Code of Conduct, Principles and Rules for Humanitarian Assistance, Minimum standard commitments to gender and diversity in emergency, Fraud and Corruption Prevention and Control Policy, etc.).

 

Planning and Reporting:

  1. In close collaboration with the APRO Information Management focal person, ensure the preparation of accurate and timely operational analyses for submission to the Senior Management Team (SMT).
  2. Ensure timely coordination with the respective selected country offices and national societies and consolidation of the pledge-based reports for the OFDA funded Red Cross Ready programme.
  3. Engaged with cross-functional teams as well as with PMER and PRD subject matter experts to produce quality concept papers, proposals, updates and reports for the institutional donor agency (USAID/OFDA).

 

National Society Capacity Enhancement:

  1. Facilitate delivery of relevant programmatic, technical and advisory support to the selected national societies, including guiding concerned departments to update policies, standards, guidelines and tools with the view of enhancing response capacity. 
  2. Promote relevant IFRC and other internationally-accepted guidelines, policies, tools and other strategically-important initiatives with the MRCS as a way of encouraging application of humanitarian and programming standards in the National Society.
  3. Guide and support the MRCS to capture best practice and innovate approaches in various programming sectors to enhance service improvement, good practice, continuous learning and knowledge sharing across its branches.

 

Coordination and Networking:

  1. Actively promote a culture of Movement-wide cooperation and coordination, including fostering information sharing and optimizing the sharing of resources with our partners.
  2. Support the selected national societies in enhancing and maintaining coordination with the public authorities, non-governmental organizations, UN agencies, clusters, inter-agency working groups, private sector and other stakeholder groups to position the National Society as a humanitarian and development partner of choice.

 

Education

Required

  • Relevant university education or an equivalent of qualifying experience

Preferred

  • Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge
  • FACT or RDRT training 
  • Technical training in the emergency/disaster preparedness and/or response

 

Experience

Required

  • Experience in international disaster response operations
  • 3 years’ experience, minimum, working for the Red Cross/Red Crescent, preferably IFRC
  • Experience in working for a humanitarian aid organization in a developing country
  • Experience in working to enhance the capacity of local partner organizations
  • Experience in coordinating with the authorities and other humanitarian actors
  • Experience in project planning, monitoring and reporting
  • Experience in proposal writing  
  • Experience in the Asia Pacific region

 

Knowledge, Skills and Language

Required

  • Self-supporting in computers (Email, Internet, spread sheets, word-processing, etc.)
  • Skills in developing and training staff
  • Skills in negotiation and building relations
  • Solid and tested team coordination and/or support skills
