Consultant to create short animated videos on safe and legal labour migration channels into Thailand based on the MOUs on employment cooperation

The USAID Thailand Counter Trafficking in Persons Project is seeking a contract service to develop and create three short videos that will explain the safe and legal channels for regular labor migration into Thailand as established by the memoranda of understanding (MOUs) on employment cooperation signed by the Royal Thai Government and the governments of Myanmar, Cambodia, and the Lao People’s Democratic republic. The videos will be no longer than five minutes each and will cover the migrant’s journey, from their origin country to their entry and job start date in Thailand. The three different videos will apply to the Burmese, Khmer, and Lao contexts. Most of each of the three videos follow the same contents except for minor country-specific differences.

The contractor will be provided with the video scripts in English, Burmese, Khmer, and Lao. The contractor will be expected to lead the creative design process and storyboarding and complete the voice-over recordings in English, Burmese, Khmer, and Lao (through sub-contracting someone else or otherwise). The contractor will also take full responsibility for the technical part of the video design and editing process and postproduction, including developing animation, handling the copyright and/or any other intellectual rights regarding illustration and other graphic pictures to be included in the design, if needed.

OBJECTIVES

The goal of this consultancy work is to produce visually effective and high-quality videos that will be accessible and easy to understand for migrant workers. The video will contain key messages on how migrants can safely and legally migrate and work in Thailand, including the documents they need to obtain and agencies they need to contact. The video can be a mix of infographics, and animation infographics and/or illustrations with no longer than five minutes duration.

CONSULTANCY PERIOD The production of the video and related animations will take place in September- December 2021.
