Background to the Project
In June 2020, Adventist Development and Relief Agency (ADRA) and Malteser International (MI) started a 6-month Project entitled Providing Refugees Opportunities to Eliminate COVID-19 Transmission funded by the European Union that aimed at promoting the health protection of refugees in 9 camps along the Thai-Myanmar border against COVID-19 pandemic. The project targets over 81,000 refugees in 9 camps along the Thai-Myanmar border and surrounding Thai host communities.
The first case of COVID-19 in Thailand was confirmed on 13 January 2020. On 20 February 2020, Thailand declared stage 2 alert for COVID-19 indicating a limited and containable spread, mostly confined to overseas returnees and foreigners from affected countries.
Following a sharp spike in the number of cases and fatalities, the government Prime Minister declared a state of emergency from 26 March through 30 April 2020. In addition to this borders were closed, restrictions on movement within provinces were rolled out, and a travel ban on all foreigners from entering Thailand was made effective. On 3 April 2020 the Royal Thai Government imposed a nationwide curfew to limit the spread of the disease.
As of 26 October 2020, according to the Thai MoPH there are 3,743 confirmed cases with 59 fatalities while cumulatively 3,543 have since recovered. While this does present a fairly high recovery rate, there remains a concern potentially for further spread and outbreak if measures are relaxed.
While Thailand has considerably robust health systems and surveillance capacity, the refugee camps which are found along the Thai-Myanmar border, have restricted access to the Thai health care services and rely on services provided only within the camps with a relatively weaker health and water sanitation system as well as overcrowded places making the hygiene situation undesirable especially at a time of a pandemic. Due to the fast-changing nature of the crisis, there is a need to supplement national responses particularly in supporting front line prevention and control, coordination planning and monitoring to provide the 93,317 (UNHCR Feb 2020) refugees with a fair chance of dealing with the pandemic. At current there are no confirmed cases of COVID-19 in the refugee camps however, cases are been recorded in the provinces which host these camps.
An assessment has been done by the Committee for Coordination of Services to Displaced Persons in Thailand (CCSDPT) identifying the pillars of the World Health Organization COVID- 19 Strategic Preparedness and Response Plan that will need to be activated to support the response. ADRA as part of the humanitarian response coordinated through the CCSDPT is leading the Risk Communication and Community Engagement to carry out activities under result 1 and 2 of this project as listed below:
Activities
1.1 Regularly participate in national and provincial level coordination meetings and pillar specific meetings to coordinate efforts on messaging and health services targeting COVID-19; 1.2 Identify the target audiences and channels of communication;
1.3 Collect, translate, produce, and distribute/disseminate Information, Education, and Communication (IEC) materials in the languages of the target audiences;
1.4 Capacitate RCCE responders;
1.5 Sensitization of surrounding Thai host communities.
2.1 Procurement and distribution of hygiene kits to all households in the 9 camps;
2.2 Post distribution monitoring;
2.3 Facilitate lessons learned sessions.
Key Outcomes of the video
Promote the visibility of the European Union’s support to the refugee camps
Show the process of the hygiene kit distribution highlighting items distributed, and safety measures displayed
Interview key stakeholders including donor representatives, ADRA staff, camp leaders, and beneficiaries for comments or quotes
Keys Tasks of the Video Producer
The producer is expected to perform the following tasks:
Meet with ADRA staff to learn about the project and the expectation for the deliverables;
Review relevant project documents provided by ADRA to understand the context;
Develop the draft script in English and share with ADRA for feedback;
Make visits to one or two refugee camps during the hygiene kits distribution to film the distribution process;
Edit the video and add Thai subtitle;
Share the video clip with ADRA for feedback.

Qualification of the Producer
•Proven experiences in video production by sharing previous work;
•Familiar with the camp context is a plus;
• Able to develop scripts in Thai or English;
• Able to travel to the camps.

Applications should be submitted no later than 5 Novemer 2020.
