Background of the Project:
The Asia and Pacific Transgender Network (APTN) was launched in 2009, with transgender people from various Asia and the Pacific countries coming together to champion the health, legal and social rights of trans people. Over the years, APTN has worked to build relationships with trans communities, organisations, governments, healthcare providers and other key stakeholders throughout the region. APTN’s work, reports and publications have helped guide social policy reform and human rights advances for trans people in many countries in the region. APTN is a leader in advocating for the health and rights of trans and gender diverse people throughout Asia and the Pacific.
In July 2019, APTN has been engaged as a regional sub-recipient (SR) for the Sustainability of HIV Services for Key Populations in Asia Program (SKPA Program) which aims to promote sustainable services for key populations at scale to stop HIV transmission and AIDS-related deaths by 2030. The countries included are Bhutan, Lao PDR, Malaysia, Mongolia, Papua New Guinea, the Philippines, Sri Lanka and Timor-Leste. The grant is funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) and managed by the Australian Federation of AIDS Organizations (AFAO), as principal recipient (PR).
The SKPA program seeks to identify barriers to scale-up and implement targeted actions to address those barriers across the thematic areas of financing, strategic information, service delivery, community system strengthening and enabling environments. APTN’s component is to provide technical assistance to country SRs and national networks of transgender people for service re-design in developing or upscaling trans-competent and trans-responsive HIV service delivery, as well as trans health / gender-affirming services. In Year 1 (2019), APTN will be focused on providing technical assistance to Sri Lanka sub-recipient (SR) in conducting a capacity bulding on transgender health and HIV, conduct focus group discussions (FGDs), and develop recommended strategies for piloting a trans health program and service provision (including HIV, gender-affirming, and general health services) for trans people in the country.
Thus, APTN is looking for a Project Coordinator to manage and coordinate the SKPA project, especially in Sri Lanka, to be engaged for 30 working days within October 21, 2019 to December 31, 2019.
Duties and Responsibilities of the Consultant:
The Project Coordinator will work closely with APTN implementation team, focal person of the country SRs and national transgender networks, and PR-AFAO’s Country Lead. The Consultant will be supervised by APTN’s Executive Director (based in Bangkok). This is a home-based position (within Asia region) and is expected to accommodate Bangkok, Thailand and Colombo, Sri Lanka time zones in their role.
