Position Title: Program Officer (MSM: HIV Prevention Program for MSM and TG)

Duty Station: Based in Bangkok, with occasional travel to implementation sites

Employment Type: Permanent

Raks Thai Foundation, a member of CARE International, are now seeking a goal-oriented and self-initiative individual for the position of Program Officer to make substantial contributions to the HIV prevention program for Men who have sex with men (MSM) and Transgender Women (TG).

Job Description:

Key Responsibilities:

• The Program Officer is a key person in the Program Quality Department responsible for the development and strengthening of Raks Thai's programs with an emphasis on the scope of the HIV AND STI Health (Sexually Transmissible Infections) for MSM and TG Transgender people and coordinating with project partners in achieving project goals and objectives.
• Monitoring the implementation of the program activities with DMEL (Designing, Monitoring, Evaluation & Learning) and Finance Department for tracking and reporting of a program and results against Performance Framework and budget plan.
• Develops large scale proposals for new funding opportunities.
• Designs monitoring and evaluation systems and engage in the overall programmatic and financial monitoring and reporting.
• Initiates and maintains relationships with key program partners, public and private agencies, as well as local and international donors.

Job Qualifications & Specification

• Graduated degree in Political Science, Business Management, Economics or related areas.
• Minimum of three to five years working experiences in project design, monitoring and evaluation, and budgeting.
• Oral and written proficiency in English and Thai, and computer literacy (especially in MS Word, Excel, PowerPoint).
• Excellent interpersonal, verbal and effective communication skills combined with problem solving skills.
• Demonstrated strengths in planning and organizational skills with the ability to think and act strategically in the design and execution of programs, and conceptualize complex issues, and strong leadership skills.
• Ability to work and travel independently. Self-respect and value social diversity and development work.
