POSITION TITLE:                   Consultant (M&E)

LOCATION:                             Bangkok, Thailand (or home based in the region)

UNIT:                                       Civic Engagement & Social Equity

REPORTS TO:                        Monitoring, Evaluation, and Learning Manager - USAID Asia CTIP

 

Winrock International is recruiting a consultant for the USAID-funded Asia Counter Trafficking in Persons (Asia CTIP) program for the task of generating content for a CTIP Monitoring, Evaluation, Research, and Learning (MERL) online Toolkit.

The Asia CTIP project aims to reduce trafficking in persons (TIP) in the Asia region; through the collection and dissemination of up-to-date evidence, better practices for prevention and response to trafficking in persons will be strengthened in source, transit, and destination countries.

While this is an operating assumption of the project, collecting and disseminating evidence (including M&E and research) in the field of CTIP comes with many challenges. One such challenge is that systematic M&E definitions, tools, and guidelines are not readily available, particularly in the languages needed for front line respondents.

The purpose of this consultancy is to generate content for a multi-lingual online toolkit to better equip M&E and research staff with the tools necessary to generate stronger data and evidence.

This consultancy is for an initial duration of 65 working days (over a period of three months as full-time or longer as part-time?)

The responsibilities, duties, and qualifications are described below.

 

ESSENTIAL RESPONSIBILITIES:

  • Conduct synthesis of recommendations and guidance for CTIP MEL plans – resulting in proposed tools and categorization framework
  • Liaise with/conduct interviews with M&E staff project and practitioners to understand gaps and needs
  • Create list of definitions
  • Create list of indicators for use in a variety of projects (4Ps), with the input and consultation of field staff and varying practitioners (including M&E staff)
  • Create indicator reference forms
  • Design varying tutorials and/or tools – e.g. learning methods tutorials, research methods tutorials, evaluation method tutorials, sampling tutorials, baseline and end line tutorials, checklists, etc
  • Prepare compilation of resources
  • Other needed tools and guidelines as identified

 

QUALIFICATIONS:

  • Advanced degree (MA or higher) in international development, migration studies, political science, public policy/administration, or a relevant social science discipline. 
  • 7+ years’ experience in M&E, research with vulnerable populations, and/or counter trafficking in persons
  • Experience working with USAID projects, preferably in an M&E capacity
  • Experience creating capacity development tools and guidance

 

The applicant should be based in Bangkok or located in the region with ability to travel to Bangkok. Native English skills and experience with the Microsoft suite are a plus.
