Objectives of the Consultancy |
The main objective of this consultancy is: a) Conduct an extensive assessment and analysis in camps and along border areas to determine the needs and relevant course components for the Practical Preparedness Course; b.) Design of a Practical Preparedness for Return (PPR) curriculum for an intensive additional multi-sector training to prepare for return towards new settlements and rural areas; b.) Provision of ToT workshop based on the finalized curriculum |

Consultations with: |
Collect relevant data and information and hold discussions with camp management, CBOs in camps, NGOs in camps, camp communities, ADRA staff and other key stakeholders engaged in return planning and activities such as the Committee for Return and Resettlement (CRR), Livelihood Camp Committees (LCCs), Karen Refugee Committee, as well as those who have participated in Go & See activities.

During the development stage of the project an initial dialogue, intending to guide the Action to respond to community needs, was conducted amongst various camp leaders, section leaders, and field teams in early May 2018. Taking shape in this discussion, it was made evident that while technical, advanced VT skills are highly useful and sought after, as return processes streamline and the number of displaced persons planning to return increases, there is also a need for a course designed to provide and meet the immediate skills that displaced persons will require to build a life upon return. It was in response to this need, that the ‘Practical Preparedness for Return’ (PPR) course was envisaged.
Initial discussions suggest the course could include a range of components which would support integration to a new community and reinforce the immediate needs of returning refugees. However, the course curricula will be determined based on results of the assessment and analysis undertaken through this consultancy.
Following the development of a PPR curriculum, the course will deliver tailored support to camp residents considering return. Support will be provided through an intensive, 120 hours, multi-component, Practical Preparedness for Return course. The practical preparedness course should include skillsets crucial to displaced persons during the transition and reintegration period.
The Consultant will be required to design and pilot a Practical Preparedness for Return course which is aimed at helping include a range of topics useful to the refugee returnees. The consultant will run a ToT workshop on the curricula following completion. The consultant will build on lessons learnt and coordinate with camp-based stakeholders and CCSDPT members to contribute, through practical exercises, to develop training curriculum on practical preparedness with a pilot practical training tailored to the needs of returnees in rural areas and new settlements.
After his/her recruitment, the consultant shall:
NB: ADRA reserves the right to compel the consultant to repeat the assignment until it is satisfied that it meets the minimum quality standards expected.
This assignment is expected to be completed within two (2) months from the commencement date. Please include a detailed budget for the mission for undertaking the project assignment within the allocated time inclusive of travel expenses required for the assignment, the total number of working days needed for the assignment, per diem, accommodation, associated costs for field visits, ToT workshop costs, and any other relevant costs.
Knowledge Ability and Skills
Extensive knowledge of education theories and practices, and methods of curriculum research, preparation and evaluation
Ability to communicate effectively orally and in writing
Ability to maintain effective rapport with groups and individuals connected with curriculum development
Knowledge of Thai-Myanmar refugee situation
Education
University degree in education, public administration, development, or related field
Work Experience
Experience working in the camps or along the border (Thailand/Myanmar border)
Experience in curriculum design and development
Experience carrying out assessments and analysis
Track record of similar assignments
Languages
Fluency in written and spoken English
Burmese and/or Karen language desirable
