Background/IRC Summary:


The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future, and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to over 90,000 displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.


Job Overview/Summary:


The IRC Thailand country program currently manages a large portfolio of humanitarian assistance programming in the sectors of health, environmental health, protection and advocacy for displaced persons in Thailand.


IRC Thailand’s Senior Awards Management Coordinator is responsible for the oversight and management of the Country Programs Grants and Sub-Grants. The Senior Awards Management Coordinator reports directly to the Deputy Director of Programs (DDP). The position will directly manage grants/sub-grants staff and is based in Bangkok with periodic travel to the field. Key relationships are with the Finance Controller, department and sector leads in-country, IRC’s regional office in Nairobi, headquarter offices in New York and London, and donors and partner organizations. The Senior Awards Management Coordinator provides support and strategic guidance to the country office on issues of program development and quality, grants/sub-grants management and compliance, pipeline monitoring and donor relations. S/he leads proposal development processes and supports a variety of aspects of project cycle management, including assessment, analysis, design and budget preparation; negotiation with donors, partners, and other stakeholders; project start‐up and implementation; grant and sub-grant monitoring and modifications; documentation; and grant closing.


Major Responsibilities:


Program Design & Proposal Development

  • Working with DDP, lead, facilitate and coordinate development of comprehensive program designs, and subsequent project/proposals. This requires both a macro and micro understanding of the country strategy and composition.
  • Lead proposal development initiatives in close collaboration with DDP; providing overall coordination function between HQ, IRC’s global technical advisors, partners, finance, operations, HR, and program focal points to ensure smooth and timely proposal development experience.
  • Serve as team leader for all proposals (and working with other team leaders when resources area available to support them (i.e. consultants, or DDP, grants / project manager, etc.) and serve as the primary point of contact for IRC headquarters staff in the region and in headquarters for all functions related to proposal submissions and routine grants management.
  • In collaboration with M&E Coordinator, contribute to the design and implementation of comprehensive and appropriate contextual analysis and needs assessments/data collection as necessary to feed into project designs and proposals.
  • Support technical teams in the field to prepare and develop proposal budgets and work on the budget narratives.
  • Monitor major donor trends (policies, strategic directions, etc.) and funding opportunities through regular research and monitoring of information on relevant websites and/or other sources.
  • Support program growth aligned with strategic priorities through liaising and collaborating with respective technical units on program design, researching context, gaps, needs assessments, and viable new funding opportunities.
  • Ensure the identification, appraisal, and mapping of partners is carried out in a constructive and consistent manner.
  • Supervise and coordinate sub-granting/partnership processes in support of IRC Thailand’s partnership initiatives, with particular focus on local partners. This includes oversight of and guidance on streamlining sub-granting/partnership tools and processes, staying up to date on IRC rules and guidelines related to sub-granting, and ensuring other relevant staff understand and can effectively use/support related tools and processes.
  • Support various aspects of project start‐up, during the transition between proposal development and project implementation.


Grants and Partnerships Management

  • Supervise Grants and Sub-Grants team and ensure efficient use of human resources and coordinated approach to workflow.
  • Supervise Grants staff and Sub-Grants Coordinator, ensuring quality outputs and supporting/facilitating their work through joint work flow planning, communication with key working relationships, and identification of special/complex issues requiring special attention/support.
  • Oversee sub-grants staff to ensure that IRC partners’ projects are tracked and monitored, key monitoring information and learning are documented, and updates on partners/sub-grants are communicated in a timely and professional manner to appropriate stakeholders.
  • Take forward initiatives to enhance local partnerships. In consultation with senior management and program staff, lead, and support the Sub-Grants coordinator to further develop, local partner capacity development approaches and processes.
  • Monitor and coordinate the administration of post-award grants to ensure that budgeting and administrative policies, procedures, and agency requirements are being followed; monitor pipelines and manage administrative problems and/or budget changes occurring during the awarded granting period.
  • Ensure monthly budget vs actual per each grant; in coordination with program focal points and finance, participate in the development of monthly spending plans and track progress accordingly.
  • Maintain currency of knowledge of grant funding policies, regulations, and procedures; disseminates and/or presents changes to sector teams and advise on the implementation of changes, and on the impact of changes on funded operations.
  • Review key reports prepared by the awards team members and provide guidance on ways to further strengthen them.
  • Ensure strategic action plan commitments and milestones owned by and/or relating to the grants and sub-grants team as key contributors are delivered/supported.

Job Requirements:


Education: Relevant degree (Bachelors) in development studies, social sciences, or other relevant field


Work Experience:

  • Experience with USAID, OFDA, UNICEF, ECHO, DFID, UNHCR, and private funding sources
  • At least five years of similar work experiences, preferably with peer NGOs, which would represent role at the crux between country level implementation and HQ/donors with regard to Grants management and proposal development. This similar work will also demonstrate experience in proposal development, preparation of logical frameworks, budgets and grant management
  • At least two years’ experience in sector of international humanitarian/emergency or developmental contexts with multiple sectors                                                                                                                                                                                                                                 
  • Demonstrated Skills and Competencies:
  • Excellent diplomacy skills, patience and clear communication skills
  • Experience with hands on field level/ direct program management and a plus (contributing to knowledge of each function of project cycle)
  • Ability to independently organize work and prioritize tasks and ability to work under pressure, managing multiple tasks and deadlines concurrently
  • Team leadership, supervisory experience with focus on staff development, promoting opportunity for talented team members
  • Ability to be flexible and work in a fast-paced environment under steady monthly deadlines
  • Ability to work in a multicultural environment among program, technical and administrative team members
  • Enthusiasm and willingness to advance the IRC’s mission in Thailand and promote viable futures for displaced and conflict-affected populations
  • Ability to travel on short notice
  • Excellent written and oral communication skills, strong interpersonal skills
  • Proficient in MS Office, MS Word, MS Excel, and MS PowerPoint


Working Environment: The position is based in the IRC office in Bangkok, with regular travel to the Thailand-Myanmar border area as required.
