Purpose:

The purpose of this position, is to:
- Contribute to the success of the M&E strengthening Project by working with and supporting Country Offices to adopt and implement the new M&E approach, frameworks and system to ensure transparency and accountability to all our stakeholders and that we, as an organisation, are able to capture, store, analyse and report on our progress in a consistent and coherent way
- Contribute to enhancing capacity in our offices to apply the above approach, principles & standards and system in order to generate and act on evidence to inform our programmes and influence and learn.

Responsibilities:
- Strategic and Operational
- Supports Plan Offices, through a Learning Lab Approach, to adopt a new global monitoring and evaluation approach, principles, standards and system including associated guidelines, tools and methods for monitoring progress towards the outcomes of Plan International’s programmes, influence and projects
- Supports Plan Offices to adopt the new M&E competency framework on M&E as well as enhancing capacity of the organization
- Supports Plan Offices to adopt a new M&E system for Plan International, including testing and implementation, and training.
- Actively participates in and supports organizational and strategic initiatives, such as coordinated visits, to support country development from an M&E perspective
- Quality Programme and Influence M&E including Capability Building and Integration
- Identifies the technical assistance needs of Plan International COs and training resources as appropriate; deliver M&E training and technical assistance to Plan International, COs and partners to ensure the quality of M&E approaches and reporting.
- Provide quality technical support and advice to Plan International offices and staff, with a particular focus on implementing the new M&E approach and frameworks for the design, implementation and review of M&E activities to strengthen quality results and shared learning in offices.
- Assist COs in conducting self-assessments, and building their capacity in the areas of M&E including the development of indicators, data collection, analysis and interpretation of data to be used to support our programme and influence work.
- Learning
- Assist with facilitating reflection opportunities, towards developing a strong learning orientation in Plan International’s programmes, influence and staff.
- Contribute to drafting learning papers that capture lessons from Plan International’s work in order to inform the ongoing development of M&E in Plan International offices
- Input into the development of Plan International case studies, to showcase insights and instances of success and failures in order to ensure ongoing learning around the new M&E approach, frameworks and system
- Participate in initiatives, technical networks and communities of practice that aim to share lessons, good practices on M&E and learning.
Impact of results:
An agreed, consistent monitoring and evaluation approach, principles and standards for all Plan International offices. This will allow us to measure, analyse and report on our performance and effectiveness, progress towards our outcomes and the impact of our programmes to ensure transparency and accountability to all our stakeholders. In particular, and as a priority, a clear, coherent monitoring approach and system should be developed and adopted as this forms the basis for evaluation, research and learning.
Knowledge, skills and behaviours:
Knowledge
- Expert knowledge on monitoring and evaluation of development work, across a wide range of technical areas.
- Significant experience and a strong understanding of processes, approaches, tools and methodologies that facilitate M&E, and organizational learning, that is up to date with best practices in the sector.
- Strong understanding of the realities of NGO programme management and limitations that impact programme monitoring, evaluation and learning.
- Understanding of different approaches to assessing and reporting NGO programming results, across a wide variety of contexts.
- Significant experience of capacity building and upskilling of field staff and M&E staff in country offices
- M&E in emergencies and fragile contexts an advantage
Skills
- Strong analytical and problem-solving abilities.
- Able to analyse large amounts of data and generate powerful reports and information from them.
- Assess, plan and implement activities to build M&E capacity within a wide range of country office teams
- Develop and communicate a clear and compelling vision for M&E in particular speaking and writing in plain English.
- Strong collaboration skills, able to build cooperation and negotiate compromises.
- Strong attention to detail
- Proven experience of using sharepoint and online technology to support communication and learning
- Fluent in English. Capacity in one of the following: French, Portuguese, Arabic and/or Spanish will be an advantage.
- Develop and lead a supportive network of M&E staff to jointly learn from, develop and innovate M&E practice and methodologies.
