About the Position
The Freedom Fund seeks a consultant to act as a Program Advisor for the Thailand Hostpot program. The successful candidate will have a range of responsibilities, including managing grants to local partners, conducting site visits, supporting a community of practice among grant recipients, monitoring results, coordinating joint advocacy initiatives and convening meetings and events for partners, government officials, and other stakeholders. The consultant will be an independent contractor to the Freedom Fund and not an employee of the organisation. The consultant is not eligible for any employee-related benefits and is expected to provide their own workspace to successfully carry out the deliverables listed below.
Responsibilities
The consultant will provide advisory services to both the Freedom Fund and its partners in Thailand in the delivery of the hotspot strategy, namely:
- Provide advice to the Freedom Fund for the Thailand hotspot program, working closely with community-based organisations, local officials, and other key stakeholders in order to achieve program goals and objectives.
- Provide ongoing project and program monitoring, including with grantee-partners via telephone, in-person meetings, and regular office and project site visits.
- Provide assistance to grant recipients to ensure the completion of quarterly impact and narrative reports. Analyse grantee-partner reports, projects and programs, and ensure high quality data collection, verification and analysis.
- Provide financial oversight of grantee-partner budgets and work with Freedom Fund staff to ensure strong financial management and reporting of grantee-partners.
- Conduct the due diligence (grant qualification process) on any new potential grant recipients, which includes organisational and project review using the Freedom Fund’s due diligence tools; risk assessment at the project and program level; and finalise outcome targets for projects and across the program.
- Facilitate reviews of grant recipients’ operations, processes, and policies, such as organisational capacity assessments and financial reviews. Contribute to the development and coordination of capacity building plans for grant recipients.
- Be responsible for rolling out strong safeguarding policies and practices and be the safeguarding point person for the hotspot.
- Support the coordination of program-level research and evaluation projects among grant recipients.
- Assist partners to develop new proposals including narratives, benchmarks, and budgets in line with the program's overall strategy.
- Assist in the development and facilitation of a learning community/network of implementing organisations.
- Identify and manage work across the hotspot with new and existing technical assistance providers.
- Coordinate various meetings for a diverse range of stakeholders, including grant recipients, government stakeholders, and other service providers.
- Coordinate logistics and lead program site visits with Freedom Fund representatives and other donors.
- Contribute to the strategic planning for next stages of program development.
- Communicate progress, challenges, and lessons learned related to program deliverables with members of the Freedom Fund team on a regular basis.
- Represent the Freedom Fund at relevant meetings and events.
- Carry out other relevant assignments on behalf of the Freedom Fund, as directed.
Qualificationa and Experience
The Freedom Fund seeks an energetic, thoughtful and committed Program Advisor. The successful candidate will have experience working with poor and marginalised communities and a track record of implementing development programs with a strong monitoring and evaluation component.
Essential
- 5-7 years of experience in project management/coordination and international development/rights based interventions in Thailand
- Grant management experience on behalf of international organisations to local civil society organisations.
- Experience in monitoring and evaluation of grants and programs, including data collection, data management, and financial monitoring.
- Experience in conducting due diligence assesments, financial reviews and organisational capacity assessments.
- Knowledge and experience working on anti-human trafficking and modern slavery initiatives; experience in other key areas such as workers’ rights, economic empowerment, mental health, migration, environemental rights, an asset.
- Experience in engaging with a range of stakeholders and advocating with government stakeholders on the rights of migrant workers and survivors of forced labour and trafficking.
- Experience working with vulnerable populations in a highly sensitive environment.
- Fluent Thai and English speaker.
- Ability to be fully based in the Bangkok area for the duration of the contract.
- High proficiency with Microsoft Office tools (especially Word and Excel)
Desirable
- Knowledge of the seafood industry in Thailand
- Knowledge of supply chain management tools and approaches
- Knowledge of Burmese and/or Khmer

Consultancy Period and Compensation
Term of consultancy: This is an on-going consultancy that requires the equivalent of full-time hours.
Compensation: Equivalent to $40,000 - $45,000 per annum, depending on experience.
