for the Office of Basic Education Commission (OBEC)

Background

Drowning is the most common cause of child death in Thailand killing around 2,700 children per year. Thailand’s late remarkable economic rise has created new hazards and vulnerabilities for children. A new trend is now emerging in many middle-income countries with increased child deaths from injury and accident.

Save the Children Thailand is implementing the two water safety and drowning prevention projects in Phang Nga and Bangkok funded respectively by the Michael Holland foundation and FamilyMart Japan which aim to enhance  knowledge and skills on water safety and drowning prevention and contributing to reduce child injury and death by drowning across Thailand.

Save the Children is running a program in Phang Nga in collaboration with the Thai Life Saving Society (TLSS), Phang Nga Education Service Administration Office (ESAO), Phang Nga Provincial Administration Organization (PAO), Khuk Khak Municipality, and a program in Bangkok working with Bangkok ESAO, the Child Safety Promotion and Injury Prevention Research Centre (CSIP), Ramathibodi Hospital, Bureau of Non Communicable Diseases (NCD), and Thai PBS with overall objective of promoting child drowning prevention through the following methodologies:

The project in Phang Nga aims at:

  • Conducting prevention activities and educating children on drowning prevention in target schools as well as encouraging to enroll children in Early Childhood Development (ECD) Centers;
  • Increasing the number of children aged 8-12 years old who are able to swim and know how to stay safe around water

(3) Building community awareness;

(4) Leading national and local advocacy initiatives

Whereas the project in Bangkok aims at:

  • Developing and disseminating awareness-raising and learning material on drowning prevention, using child centered design methodologies and child-friendly media.
  • Ensuring primary school-aged children know how to stay safe around bodies of water.
  • Producing and disseminating of IEC materials and the promotion of key awareness-raising messages.

Purpose of the consultancy

A consultant is sought to review and develop the Water Safety and Survival Swimming Curriculum for supporting and advocating to the Office of Basic Education Commission to integrate this topic into their educational systems nationwide.

 Scope of the consultancy

The consultant will:

  • Review and develop a comprehensive water safety and survival swimming curriculum that in line with the OBEC curriculum development;
  • Facilitate a workshop on revision and development of the water safety and survival swimming curriculum with the trained water safety instructors who have experiences in teaching the survival swimming to their students;
  • The testing of this curriculum will be run by the suggested ESAOs and the curriculum experts from OBEC before agree upon to apply this document into their education system

Timeframe & Deliverable Outputs

The consultancy service period for the whole assignment is 40 working days during September 2018 till February 2019

1.     Review the existing training modules, teacher manual, extra-curriculum activities on  water safety, survival swimming skill, Disaster Risk Reduction (DRR) curriculum, Comprehensive School Safety (CSS)-related and other available training materials developed or previously used in Thailand

2.     Develop the content of this curriculum (first draft) and submit to Save the Children and OBEC for reviewing and feedback

3.     Facilitate consultative workshops with the trained water safety instructors who have experiences in teaching the survival swimming to their students to finalize the teaching design and the content of the water safety and survival swimming curriculum which contains:

a.     the Comprehensive School Safety (CSS) Framework is a part of this curriculum

b.     Child Safeguarding and Child Protection concept should be a part of this curriculum

c.     Collect all teaching plans, teaching method: 2 different modules:

·         a 3 day children camp with 18 hours and

·         a series of class room learning (3 hours per week X 6 weeks) with 18 hours

3.     Second draft Curriculum will be presented to the OBEC’s member (First meeting) on the structure of water safety and survival swimming curriculum

4.     Pilot testing in the targeted schools on the water safety and survival swimming curriculum with lessons and content including learning materials and monitoring the test for each class

5.     Second presentation for Third draft (after testing and adapting  to fit with the context) to OBEC’s member on comprehensive modules for final recommendations and suggestions

 Reporting and Documentation

The consultant will be supervised and overseen by Save the Children’s Senior Bangkok Field Coordinator and the Child Safety & DRR Specialist and will be required to work with other staff in the Child Drowning Prevention Project and with the school teachers, medical staff, community leader, local authorities and privet sectors if needed.

Reflection meeting with the team is required for improving the water safety and survival swimming curriculum and for recoding the best practices.

The progress update on curriculum development is required to submit to Save the Children’s Senior Bangkok Field Coordinator.

Place of work: Phang Nga and Bangkok

Consultant qualifications:

  • At least master’s degree in education, social sciences or other related field
  • Expertise in curriculum development and issues related to Child Safety and Water Safety
  • Thai and English language proficiency
  • Ability to work within strict deadlines

Professional fees:

The consultant is requested to submit the quotation and detailed budget. The financial competitiveness of the fee will be considered in the selection process.

Term of payment:  

The consultant shall issue an invoice as per the following schedule, with payments made based on satisfactory deliverables during the invoicing period. Three-percent withholding tax will be deducted from the workshop consultant.

This Terms of Reference may be amended, varied or modified in writing after consultation and agreement by Save the Children’s Advisory Group members. 

Submission for the consultancy application

Submissions for the consultancy must address the TOR and include:

  • Name and contact details of the applicant
  • Resume of the lead consultant
  • A cover letter outlining the relevant experience and expertise of the consultant as well as initial ideas on the approach to be taken to achieve the consultancy objectives
  • A draft summary proposal of the research scope, design, methods and field implementation approach 
  • A detailed quote in THB (including travel and other costs)
