Position Description

POSITION TITLE:                               Short-Term Child Labor/Trafficking Consultant, Strengthening Labor and Criminal Law Enforcement to Address Child Labor/Forced Labor/Human Trafficking Project

LOCATION:                                         Thailand

DEPARTMENT:                                  Civil Society & Education

Position Summary:

The Consultant will be responsible for setting up meetings with key stakeholders focused on child labor, forced labor and human trafficking in Thailand, conducting an informal rapid assessment, and writing up findings.

TASKS:

  1. Conduct Field Assessment
  • Organize and conduct meetings with national and local government, international and local NGOs, UN agencies, social service providers, girls’ empowerment advocates, and other key stakeholders in Thailand.
  • For select meetings, accompany Winrock staff and, where appropriate, serve as translator.
  • Prepare and follow up emails or letters of thanks to those who met with Winrock.
  • Assist in the collection of relevant follow-up documents (project reports, research, policy, tools, etc.) from stakeholder groups and other sources.
  • Assist in collection of “Letters of Support” from potential partners identified with Winrock.
  • Help develop and continuously add to the list of potential stakeholders relevant to proposed programming.
  1. Provide contextual information about child labor, forced labor and human trafficking in Thailand

      Prepare a 4-6 page brief contributing information relevant to the issues of child labor, forced labor and human trafficking in Thailand. The brief should include          all sources referenced and include the following sections:

  1. Relevant data with brief analysis (1-2 pages)
    1. Nature and scope of the problem of child labor, forced labor and human (child) trafficking.
  2. Relevant policies and programs (2-4 pages)
    1. Descriptions of existing national, provincial, and district policies and programs to address child labor, forced labor and human (child) trafficking.
    2. Capacity and political will for relevant ministries and civil society (CSOs, advocates, legal NGOs) to enforce existing legal frameworks and regulations.
    3. Identification of what services exist to assist victims of child labor/forced labor/child trafficking (from the private sector, NGOs, CSOs) as well as major gaps in availability and access.

Deliverables

  1. A complete itinerary of confirmed meetings with key stakeholders.
  2. 2-page consultancy report detailing work completed corresponding to the tasks assigned under Task 1.
  3. A 4-6 page brief outlined in Task 2.
  4. Letters of support collected from partners as instructed by Winrock staff.

QUALIFICATIONS:

Successful candidates will have strong written and oral communication skills, familiarity and ease of access with key relevant government and nongovernmental stakeholders, as well as technical knowledge in the areas of labor and criminal enforcement to address child labor, forced labor and human (child) trafficking. Fluency in Thai and English is required. 

Education:           Bachelor’s level degree required in education, international development, leadership, political science, or a relevant social science discipline.

Technical             Applicants must have demonstrated work experience in similar consultancies and technical areas.

Experience in Thailand is required.

Skills/

Knowledge:       

  • Knowledge or understanding of social, economic, and political context governing child labor/forced labor/human (child) trafficking policy issues in Thailand.
  • Knowledge of U.S. Department of Labor ILAB initiatives and publications is desirable.
  • Demonstrated effective interpersonal skills.
  • Fluency in Thai and English is required.
  • Excellent written and oral communication skills.
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
