About FHI 360
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Funded by the U.S. Agency for International Development (USAID), FHI 360 manages the “Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES)” Project in more than 28 countries throughout the world, including Thailand. LINKAGES in Thailand focuses on interventions to reduce HIV transmission among key populations, predominantly among men who have sex with men (MSM) and transgenders (TG). Most interventions are implemented through community-based organizations (CBOs) and include RRTTPR interventions such as peer-driven outreach, use of social media, HIV testing in community clinic settings, pre-exposure prophylaxis (PrEP) provision, and increasingly, HIV treatment in community-based clinic settings. The costing study summarized here is partially supported by the LINKAGES Project.
Propused of assigment
The purpose of this assignment is to seek a consultant to work with assigned LINKAGES Thailand partners to undertake overall operation and program management improvements and effectiveness; to advise, coach and prepare overall operation program management improvement plans and organization documentations to ensure quality of key-populations led health services (KPLHS).
Responsibilities:
The consultant will:
1. Assess and provide real time observation, feedback, and recommendations regarding management skills of community-based organizations.
2. Assess and provide recommendations and feedback regarding program monitoring and evaluation to improve program outputs and outcomes.
3. Advise and provide coaching on compliance of good financial administrations such as procurement, budgets, expenditures tracking, compliance to donors’ rules and regulations, and transparency.
Principle duties and responsibilities:
The consultant will:
I. Program management
1. Provide intensive coaching on program management principles and program monitoring and evaluation for program improvement which includes activity planning, activity monitoring, implementation plan adjustments, and evaluations on outputs and outcomes.
2. Provide support on program data analyses to track program effectiveness and provincial collaborations.
3. Identify and provide recommendations on areas that needs further technical assistance to the LINKAGES Thailand technical teams.
II. Organization development
1. Provide coaching and advices to management level, including, director, deputy directors and managers on organizational strategies, and human resources management and retention strategies.
III. Financial administration
1. Provide guidelines and recommendations on USAID and FHI 360 rules and regulations compliance to LINKAGES Thailand partners.
2. Provide recommendations, guidelines and support on good financial practices and organization internal control policies.
3. Provide recommendation, guidelines and support on organization procurement control and transparency.
Qualifications
1. Experienced and expertise in working with community-based organizations in Thailand.
2. Experienced in managing USAID-funded projects.
3. Experienced in working with key populations which include men-who-have-sex-with-men (MSM) and transgender women.
4. Knowledgeable of HIV/AIDS and reproductive health.
5. Ability to carry out position with communication, dedication, and timeliness.
6. Candidates from key populations communities are strongly encouraged.
Period of Performance
The projected level of effort is 40 working days, between July – October 2018, during this time period FHI 360 reserves the right to adjust levels of effort depending on the situation during the period of performance.
