Position: Growing Together Project Officer (1 open position)

Handicap International (HI) which run its programs under the operating name Humanity & Inclusion seeks a “Growing Together Project Officer” for its Thailand Program based in Mae Sot, Tak province, with frequent travel to 2 temporary shelters (camps): Ban Mai Nai Soi and Ban Mae Su Rin in Mae Hong Son province.

PROJECT HISTORY

Projects implemented alongside the Thailand – Myanmar border were initially enrooted into the Cambodia & Thailand Regional Program Strategy. As from 2016, Thailand projects are framed in the Myanmar and Thailand Regional Program.

The strategy aims at working in temporary shelters alongside people with disabilities and other vulnerable groups, responding to their essential needs, improving their living conditions and promoting respect for their dignity and fundamental rights.

Five fields of actions have been identified for action: i) prevention through early detection and early intervention; ii) access to specific rehabilitation and occupational services as well access to prosthetics and assistive devices, iii) inclusion & empowerment; IV) specific support to children with disabilities and their parents; V) prevention through Mine Risk Education activities.

WORKING ENVIRONMENT

Four projects are currently rolled out alongside Thailand - Myanmar border:

  • Rehabilitation (Rehab) implemented through provision of physiotherapy and occupational services, prosthetics and assistive devices production and, early detection by training the medical staff. It has been implemented in 3 camps in Tak and 2 camps in Mae Hong Son province.
  • Disability and Social Inclusion (DSI) with Livelihood opportunities in 3 camps of Tak province and 2 camps in Mae Hong Son province.
  • Growing Together (GT) for children with disabilities and other vulnerable children in in 3 camps of Tak province and 4 camps in Mae Hong Son province.
  • Landmines/ERW risk education (MRE) in the nine camps along the border, funded by USBPRM, UNHCR

 

All projects implemented alongside Thailand-Burmese border are enrooted into the Myanmar & Thailand Regional Program Strategy for the period 2018-2020.

All projects are managed by designated manager coached by the Operational Manager and Country Manager in Thailand. Thailand mission is supported by the Regional team in Yangon for all issues related to logistic, administration, finance and accountancy as well as by the South-East Asia Regional Logistics Advisor who make regular visits to Thai mission.

 

  1. GENERAL MISSION: Implementing and managing the Growing Together project activities at the field level under the supervision of his/her project manager and to enhance capacity of Growing Together Camp Based Staff to ensure the quality of the project activities and services, and promote inclusion and equal participation.

Responsibilities:

Responsibilities 1. Plan, monitor, implement the Growing Together project activities and ensure quality of services provision.

Aim: Ensure the activities are implemented on time with the adequate quality of services.

Benchmarks: Qualitative community Growing Together services have been provided to beneficiaries with effective plan, case management, monitoring and implementation of activities.

Activity 1.1 Planning

  • Assist the Growing Together Team Leader in the formulation and development of the project planning;
  • Contribute towards the development of BBP plan of action toward short, mid and long term strategy for the sector;
  • Participate and contribute in the drawing up of the project Annual Forecasts;
  • Develop monthly work plans based on project planning and report achievements during weekly team meetings;
  1. 2 Project implementation, monitoring and evaluation
  • Remain overall responsible at the field level for the proper implementation of the Growing Together project objectives;
  • Support the Growing Together Team Leader in determining appropriate methodology to be used in the project;
  • Identification of children with disabilities, conduct personalized assessments and support database for target beneficiaries, including other projects plans and regular updates to plans;
  • Contribute to the identification of the tools needed for implementing the project activities and to their development, review and adjustment;
  • Support the Growing Together Team Leader in developing a participatory monitoring and evaluation (PME) framework, methodology and related tools;
  • Support the Growing Together Team Leader in identifying and mobilizing any technical or documentary resources or additional skills for guaranteeing the quality of the project;
  • Prepare the purchase requests and ensure that supplies/ material/ equipment needed in the camp for the project activities are sufficiently available for the smooth implementation;
  • Participate in the recruitment process of the camp’s staff under his/her responsibility and train them;
  • At the field level initiate and facilitate exchanges and linkages across the different projects;
  • Implement all the planned activities with the target groups, in close coordination with the Training Advisor-Team Leader, Psychosocial Advisor and Inclusive Games Advisor;
  • Collect field level project’s data, check its reliability, compile into monitoring tools and use the data to analyse the performance of project’s activities and provide recommendations.

1.3 Reporting

  • Develop regular monthly and statistical data’s as per the guidelines and requirement of the project;
  • Contribute to the analytical report on the pilot activities with achieved results, constraints and recommendations based on lessons learned with work plan for future action;
  • Contribute to data collection to document evidence of changes achieved in a child-centered change monitoring system;
  • Input into the identification and analysis of the project good practices;
  • Input into monthly team meeting;
  • Ensure that his/her Line Manager is regularly informed and reported about concerns or difficulties faced at the field level.

 

Responsibility 2 Empower, build capacity and coach HI camp staff, community staff and camp staff from other agencies on Growing Together project activities.

Aim: Build capacity of Growing Together community staff to be able to provide community services with high quality standards, as well as community volunteers, parents and /or caregivers and service providers.

Benchmarks: Camp based staff is able to provide community Growing Together services with appropriate technique, safe, with respect of the clinical criteria and intervention.

Activities:

  • Carry out the training need analysis of the Growing Together camp team;
  • Develop appropriate training materials and tools to be implemented at the camp in collaboration with the Team Leader- Training Advisor, Psychosocial Advisor and Inclusive Games Advisor;
  • Build the capacity of community Growing Together camp staff and support their ongoing learning and implementation of competency based skills and knowledge through coaching, mentoring, case study analysis, in order to implement activities at the field level to the full satisfaction of the project;
  • Carry out assessment of his/her team members as per the guidelines;
  • Provide training to service providers, NGOs, CBOs, to strengthen project intervention and increase the adequate usage of the referral mechanism with the support of the Training Advisor-Team Leader, Psychosocial Advisor and Inclusive Games Advisor;
  • Provide capacity building on theoretical knowledge and practical skills to community volunteers, parents and/or caregivers on child development, learning by play, referrals, accessibility, disaster risk reduction, amongst others with the support of the Training Advisor-Team Leader, Psychosocial Advisor and Inclusive Games Advisor;
  • Identify partners’ needs for capacity building;
  • Contribute to the development and implementation of capacity building response.

 

Responsibility 3 Ensure communication, networking and coordination at field level for Growing Together activities.

Aim: Under the supervision of his/her line manager, ensure implementation of good practices and good communication.

Benchmarks: the project services are involved in mainstream camp services (health, education, livelihoods and vocational training, etc.), moreover partners, camp authorities and camp committee recognise HI and Growing Together activities.

Activities:

  • Identify potential stakeholders with whom partnerships can be developed for Growing Together activities, maintain the networks;
  • Support the Team Leader in initiating and/or reinforcing the network system within existing structures to promote integrated community development and access to social, health and educational services and working relations with the stakeholders/partners at the field level in order to strengthen HI actions;
  • Assist the Team Leader to ensure that disability issues are incorporated at the field level or supported by the organization within a culture of rights based approach;
  • Ensure that the internal regulations, operating procedures and security rules are applied within his/her team at the field level;
  • Responsible for good internal communication, maintain good team spirits and the efficient circulation of information among the camp staff, and the partners;
  • Communicate the project achievements and contribute at the regular BBP coordination meeting, and other coordination meetings with the project team;
  • Link with the Human Resource Manager to obtain permission from local authorities for persons and materials to enter the camps when required;
  • Enhance HI’s visibility in the refugees’ camp network, and NGOs;
  • Create relationships between CBOs outside camp;

 

JOB CONDITIONS

  • Remuneration: According to the experience of the candidate - Attractive package with possibility of transportation/ accommodation allowance.

  • Start preferably: 1th August, 2018
  • Duration: Fixed Duration contract (1 -2 year), renewable
