Consultant to conduct project evaluation and document success stories for Water Safety Project in Bangkok (Re-announcement)

Background

Drowning is the most common cause of child death in Thailand killing around 2,700 children per year. Thailand’s late remarkable economic rise has created new hazards and vulnerabilities for children. A new trend is now emerging in many middle-income countries with increased child deaths from injury and accident. 

Save the Children Thailand is implementing a Water Safety Project in 5 schools in Bangkok (Anuban Parinayok, Rachawinit, Dipangkornwittayapat (Watbot) Under Royal Patronage, Wat Wetawanthummawat and Wat Sommanas schools) which funded by the FamilyMart Japan and the project has goal to enhance children’s knowledge of drowning prevention and contribute to reduce child injury and death by drowning across Thailand.

Whereas the project in Bangkok aims at:

  • Educate children on drowning prevention, survival swimming, reinforcing key messages through peer modeling and adult support
  • Develop drowning prevention awareness-raising materials.

Purpose of the consultancy

A consultant is sought to conduct an evaluation of the Water Safety project and to identify and document good practices and success stories of the project.

Scope of the consultancy

The consultant will:

  • Assess the project achievements against project objectives;
  • Provide a comprehensive analysis of the project’s implementation to highlight strengths and weaknesses, generate findings and document lessons learned with local stakeholders and beneficiaries at school and community levels;
  • Outline challenges of implementation and make recommendations for scalability, replicability and sustainability measures of current and future related projects;
  • Assess performance of the project in terms of its relevance, effectiveness and sustainability.
  • Produce 3 cases of good practices / success stories from different beneficiary groups including children, teacher, and school regarding perspectives on ‘Water Safety and Drowning Prevention’ and ability to avoid/mitigate and cope with every-day risks in their respective communities.

Methodology

The following is the outline of a suggested process; however, it would be expected that this would be further refined by the consultant.

  • Literature Review on the project proposal and related documents;
  • Conduct interviews/survey with direct beneficiaries of project and relevant local stakeholders and beneficiaries at school and community levels;

Survey Area:

  • The assessment will be conducted in 5 targeted schools in Bangkok (Wat Parinayok, Rajawinit, Wat Bot, Wat Wetawan and Somanat schools)

Timeframe & Scope

The consultancy service period for the whole assignment is 15 working days, between June – 15 August, 2018 and the final report should be submitted on 15 August 2018.

Consultant qualifications and profile

  • At least master’s degree in education, research, social sciences or other related field
  • Expertise in qualitative and quantitative research methods
  • Strong qualitative and qualitative data analysis skills
  • Expertise in issues related to Child Safety and Water Safety is desirable
  • Thai and English language proficiency
  • Ability to work within strict deadlines

Management of Consultancy

  • The consultant will report to Save the Children’s Senior Bangkok Field Coordinator
  • Technical advice will be provided by the MEAL Coordinator & Child Safety and DRR Specialist
  • Save the Children will approve all plans, data collection tools/instruments, documents and reports developed by the consultant.

Consultancy Budget

The consultant is requested to submit the proposal and detailed budget with their application letter. The financial competitiveness of the fee will be considered in the selection process. Costs involved in the assessment, such as materials and travel, will be covered by Save the Children.

Submissions for the Consultancy

The submission must address the terms of reference and include:

  • Name and contact details of applicant
  • Resume of the lead consultant
  • A cover letter outlining the relevant experience and expertise of the consultant and initial ideas on the approach to be taken the achieve the consultancy objectives
  • A draft summary proposal of the research scope, design, methods, and field implementation approach (maximum 5 pages)
  • A detailed quote in THB (including travel and other costs)
