Terms of Reference Endline Assessment for the Disaster Risk Reduction (DRR) and Comprehensive School Safety Project in the Deep South of Thailand

 

1. Background

Save the Children in Thailand, in collaboration with local partner - Luuk Rieng and Foundation for Children with Disabilities, has been implementing a Disaster Risk Reduction (DRR) project called “DRR and Comprehensive School Safety (CSS) in the Deep South of Thailand”, funded by USAID/OFDA (Office of US Foreign Disaster Assistance), since 2015. The goal of the project is to improve the knowledge and skills of schools and local communities in disaster risk reduction (DRR), including disability inclusive DRR (DiDRR), and integrate lessons learned into national policy through the Comprehensive School Safety framework (CSS). Phase II of the project started in April 2017 has been implemented in primary mainstream 36 schools across Pattani, Yala, and Narathiwat provinces (12 schools in phase one and 24 new schools for Phase II). The exact districts/tambons/villages where the project implemented were decided together with Education Service Area Offices (ESAOs) in the inception phase of the project. The project also includes a strong focus on Disability-Inclusive Disaster Risk Reduction (DiDRR), and an implementing model was developed with the Yala Inclusive Education Center which rolled out to five more Inclusive Education Centers in Pattani, Nara Ti Wat and Nakorn Si Thammarat, and 4 schools for disabled and vulnerable child in Nakorn Si Thammarat.

This project aims 1) to improve the knowledge and skills of schools staff, students and local communities in disaster risk reduction (DRR) and the Comprehensive School Safety Framework (CSSF), including disability inclusive DRR, in the southern provinces of Thailand; 2) to actively engage local and national DRR network and community stakeholders in the development of sustainable and child friendly comprehensive school safety plans and measures; and 3) to develop, pilot and test the Child friendly DRR education program and learning materials including for children with disabilities for potential national scale-up.

Save the Children works closely with government agencies in both the disaster management and education sectors. At provincial level, Save the Children works with Department of Disaster Prevention and Mitigation (DDPM) and ESAOs to build the capacity of educators and school teachers in facilitating child-friendly activities to raise awareness on DRR. At national level, Save the Children works with other NGOs to advocate with the DDPM and OBEC, MoE for better DRR in the education sector. Save the Children is an active member of the Thailand School Safety Network, which shares information and coordinates NGO joint-activities to mainstreaming DRR into policy and planning process.

2. The purpose of the consultancy

The consultancy is expected to provide services on a) conduct an endline assessment on DRR project; b) produce the success stories for the DiDRR and DRR in the Deep South of Thailand and Nakhon Si Thammarat; and c) facilitate the Result Sharing and Lesson Learned workshop after completion of the report. Specifically the consultant will provide the following services:

Endline Assessment:

  1. To assess improvements the knowledge and skills of schools and local communities in DRR, including DiDRR;
  2. To gain an understanding of the factors at schools and local communities that help or hinder them to progressively improve their knowledge and skills in DRR;
  3. To assess whether the school children find knowledge and skills in DRR useful and relevant to their needs;
  4. To monitor integration of lessons learned into national policy through the Comprehensive School Safety framework (CSS).

Success stories:

  1. Record children’s perspectives on ‘school safety’ – ability to avoid/mitigate and cope with every-day risks (e.g. road accidents, fire, drowning, chemical hazards, etc.) as well as disaster risks – in their respective communities. Furthermore, the documentation also aims to collect children’s views of how they see their schools and communities in the future in relations to their coping ability.
  2. Document successful factors and teacher’s experiences in participating Comprehensive School Safety Framework (CSSF) implementation in Thai context. How CSSF helps building on their previous experiences in order to strengthen their knowledge and skills on school safety as well as other skills such as leadership and team work.

Facilitation on Results Sharing & Lesson Learned Workshop:

  1. The consultant will facilitate and conduct a one-day Results Sharing and Lesson Learned Workshop among the key stakeholders i.e. Provincial DDPM, ESAO, targeted schools and special education centers, TSSN members, etc. including partners with support by SCI DRR Project team to coordinate and identify the list of participants around 30-40 persons in October 2018.
  2. The consultant will draft the agenda and session plan in consultation with SCI and will have the consultation meeting at least two weeks prior to the workshop.

3. Methodology

While the consultant will propose a methodology to suit the evaluation, a consultative and participatory approach will be a basic minimum requirement. In addition, quantitative and qualitative methods must be employed. A representative sample shall be used taking into consideration beneficiaries reached. The overall methodology including the sampling frame, sampling methodology, data collection tools, methods and analysis, and interpretation will be detailed in the consultancy proposal. Qualitative and quantitative data collection methods will be clearly stated by the consultant.

 4. Scope of the consultancy:

The following is the outline of a suggested process, however it would be expected that this would be further refined by the consultant. The endline assessment shall be undertaken based on the Save the Children International requirements and must be in line with Save the Children’s Child Safeguarding Policy.

Preparatory work:

  • Apply survey tools and standard questionnaires for endline assessment. For Comprehensive School Safety assessment of schools, it is required to use Save the Children’s suggested Comprehensive School Safety framework and assessment tool;
  • Development of sampling methodology for administering surveys
  • A consultant will visit target schools and to carry out activities and discussions with children (one group of 8-10 children per target school, see details in the next section). It is important that the consultant inform the children before the activities about the objectives of the activities and how it would be used. Moreover, the consultant will make sure that the children understand the process and any technical words that will be used in the activities and discussions. Save the Children will ask parents’ consents for participating children and coordinate with the target communities to identify suitable venue and appropriate schedule for the activities.

Data Collection:

  • Leading the administering of endline survey tools;
  • Leading other consultations with project beneficiaries, partners and government

Data Processing, Analysis and Reporting:

  • Data entry and analysis of completed endline survey tools;
  • Discussion on preliminary findings of endline;
  • Draft and final endline report;
  • Draft good stories publication and final good stories publication;
  • Presentation on key findings;

5. Timeframe

The consultant will be required to dedicate an estimated 30 days’ time to this consultancy work during 15 July - 31 October, 2018.

All materials collected in the undertaking of the consultancy process should be shared with Save the Children prior to the end of the contract. Note that all deliverables will be reviewed and must be approved by the Save the Children

7.  Consultant qualifications and profile

  • Expertise in qualitative and quantitative methods and data analysis skills including Baseline/Endline
  • Expertise in issues related to Disability Inclusive Disaster Risk Reduction and                                                        Comprehensive School Safety Framework
  • Experience in the Deep South and Thai southern context is preferred
  • Thai and English language proficiency
  • Ability to work within strict deadlines

 8. Consultancy Budget

The consultant is requested to submit the proposal and detailed budget with their application letter. The financial competitiveness of the fee will be considered in the selection process and the budget should cover all costs for travel, accommodation, workshop arrangement, meeting packages, including consultancy fee.

 9. Submissions for the consultancy

The submission must address the terms of reference and include:

  • Name and contact details of applicant
  • Resume/CV of the lead consultant
  • A cover letter outlining the relevant experience and expertise of the consultant and initial ideas on the approach to be taken the achieve the consultancy objectives
  • A draft summary proposal of the research scope, design, methods, and field implementation approach (maximum 5 pages)
  • A detailed quote in THB

  • How would they use what they gain in the project (e.g. knowledge, skills, and networks) in their lives and/or future activities?

Questions on resilience:

  • How did their families and/or communities cope with disasters in the past?
  • How do they or children in their communities avoid/mitigate every-day risks and disaster risks?
  • What are their main sources of information to learn about risks in their communities?
  • How do they feel about experiencing another disaster; do they think that their communities are ready; what their communities need to have in place before the next disaster; and what would they as children do differently next time?

 Individual interview/case studies

 From group activities and discussions, participating children will choose a few of their friends for individual interviews on their personal experiences on in school safety projects. The individual interviews will not aim to represent other children’s perspective. Instead, they aim to reflect children’s personal perspectives. They may or may not support children’s views generated from the group discussions.
