Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Job Overview/Summary: Perform accounting and finance activities within Finance Department as assigned and assist the Finance Manager in the implementation of policies, procedures and system.

Major Responsibilities: To process all bank/ cash accounting transactions within Mae Sot Finance department, petty cash entries, bank entries, cash count reconciliations and bank reconciliations.

  1. Handle all Mae Sot office petty cash and ensure compliance with IRC/ Donors rules and regulations.
  2. Prepare a reconciliation of petty cash transactions on a daily basis and validate supporting documents.
  3. Preparation of weekly and monthly cash count conciliations.
  4. Act as Cash custodian of Mae Sot office for cash on hand, perform and document weekly and month-end cash counts.
  5. Assist with staff's clearance of cash advance, tracking and reporting on all receivable balances.
  6. Preparation of bank transactions in excel spreadsheet for Mae Sot office and ensure compliance with IRC/ Donors rules and regulations.
  7. Preparation of Mae Sot office monthly bank accounts reconciliations.
  8. Follow-up on invoices for materials and supplies with procurement staff and program staff for payments.
  9. Assist Finance team in general support such as going to bank, and document filling system.
  10. Assist Finance Manager to perform other duties as requested.

Position directly supervises:
  None

Indirect Reporting: Deputy Field Coordinator for Operations
Other Internal and/or external contacts:

      Internal: IRC staff

      External:  Bank, sub-grantees, suppliers, Hospitals, NGO’s

 

Job Requirements: The requirements should establish a baseline (minimum) for educational background, previous work experience, professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job. 

Education:  University degree in accounting, finance or business administration

Work Experience: At least 1-3 year experience in similar position or responsibilities.

Demonstrated Skills and Competencies:

  • General Accounting knowledge.
  • Effective time management and people skills
  • Ability to manage multiple tasks and meet regular deadlines
  • Computer Literacy (Excel, Word)

Language Skills: 

  • Good command of written and spoken English
  • Fluent in written and spoken Thai
  • Understanding of Burmese or Karen language

PREFERRED QUALIFICATION:

  • Able to travel regularly along and across the Thai–Myanmar borders and able to travel to refugee camps and other project areas on a regular basis.
  • Previous experience working with refugees or humanitarian not for profit organization

Working Environment:  The position is a NATIONAL post and is based in the IRC office in Mae Sot, with travel to the refugee camps and the Thailand-Myanmar border area as required.
