BACKGROUND
FHI 360 is a leading nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally-driven solutions. The LINKAGES Project is a global project funded by the President's Emergency Plan For AIDS Relief (PEPFAR) through supported by the United States Agency for International Development (USAID) and managed by FHI 360 in 24 countries globally. In Thailand, LINKAGES Thailand project focus on HIV prevention, care and treatment program in men who sex with men (MSM), transgender women (TGW) and male and transgender sex workers in nine provinces in support of the Royal Thai Government’s national HIV response.
PURPOSE
FHI 360 is seeking a provider of creative, design, and message development services for their LINKAGES Thailand project office to support LINKAGES online and offline outreach activities.
Bids are being solicited from qualified vendors, who will provide standard creative services for developing, testing, and evaluating social and behavior change communications products and campaigns (both offline and social media-based) that the LINKAGES project will implement, with a focus on reaching key populations (KP) who are at high risk for, or living with, HIV in metropolitan Bangkok, Chiang Mai and Chiang Rai, Ubon Ratchathani, Chonburi, and Songkhla. Primary target audiences for these campaigns will be Thai men who have sex with men (MSM), transgender women (TGW) and male and transgender sex workers. There will be a particular focus on youth (ages 18-25). While campaigns will feature a mixture of traditional (below-the-line) media and out-of-home advertising, there will be a strong focus on digital marketing to reach and motivate hidden audience segments and refer them to services for HIV and/or STI testing, pre-exposure prophylaxis (PrEP) and antiretroviral treatment (ART), as appropriate.
DURATION
Duration of the Master Agreement will be 12 months, with a one-year option to extend. Extension option will be based on overall performance of the vendor and availability of funds.
SCOPE OF WORK
FHI will choose one or more qualified organizations who will then be eligible to respond to specific task orders under the scope of this agreement. FHI 360 anticipates up to six (6) specific creative services tasks over the 12 months of the agreement. Successful bidders will be pro-active and must be capable of supporting FHI 360’s service requirements in a timely and efficient manner.

QUOTATION SUBMITTAL

Any incomplete packages will not be considered.

FHI 360 reserves the right to select and negotiate with those firms it determines, in its sole discretion, to be qualified for competitive quotations and to terminate negotiations without incurring any liability.
REQUEST FOR QUOTATION FIRM GUARANTEE
All information submitted in connection with this RFQ will be valid for sixty (60) days from the RFQ due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded the contract, all information in the RFQ and negotiation process is contractually binding.
