BACKGROUND

FHI 360 is a leading nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally-driven solutions. The LINKAGES Project is a global project funded by the President's Emergency Plan For AIDS Relief (PEPFAR) through supported by the United States Agency for International Development (USAID) and managed by FHI 360 in 24 countries globally. In Thailand, LINKAGES Thailand project focus on HIV prevention, care and treatment program in men who sex with men (MSM), transgender women (TGW) and male and transgender sex workers in nine provinces in support of the Royal Thai Government’s national HIV response.

PURPOSE

FHI 360 is seeking a provider of creative, design, and message development services for their LINKAGES Thailand project office to support LINKAGES online and offline outreach activities.

Bids are being solicited from qualified vendors, who will provide standard creative services for developing, testing, and evaluating social and behavior change communications products and campaigns (both offline and social media-based) that the LINKAGES project will implement, with a focus on reaching key populations (KP) who are at high risk for, or living with, HIV in metropolitan Bangkok, Chiang Mai and Chiang Rai, Ubon Ratchathani,  Chonburi, and Songkhla. Primary target audiences for these campaigns will be Thai men who have sex with men (MSM), transgender women (TGW) and male and transgender sex workers. There will be a particular focus on youth (ages 18-25). While campaigns will feature a mixture of traditional (below-the-line) media and out-of-home advertising, there will be a strong focus on digital marketing to reach and motivate hidden audience segments and refer them to services for HIV and/or STI testing, pre-exposure prophylaxis (PrEP) and antiretroviral treatment (ART), as appropriate.

DURATION

Duration of the Master Agreement will be 12 months, with a one-year option to extend. Extension option will be based on overall performance of the vendor and availability of funds.

SCOPE OF WORK

FHI will choose one or more qualified organizations who will then be eligible to respond to specific task orders under the scope of this agreement. FHI 360 anticipates up to six (6) specific creative services tasks over the 12 months of the agreement. Successful bidders will be pro-active and must be capable of supporting FHI 360’s service requirements in a timely and efficient manner.

  
Vendor must be able to supply at least one of the following creative and design services under the direction of and with input from LINKAGES:

  • Development of user persona/consumer profiles and other target user knowledge e.g. focus groups, interviews) for LINKAGES Key Populations
  • Development/testing of key behavior change messaging based on existing market/audience research and sound theories of consumer marketing/health communications
  • Design of physical collateral including brochures, posters, flyers, and other promotional items
  • Creation of text, photographic and audiovisual content creation for digital marketing, including targeted online advertising for all relevant platforms (Facebook, Instagram, Twitter, audience-specific dating apps, search enginges, and others) and coordinated, multi-platform social media campaigns.
  • Content testing (including focus groups, AB testing) for digital marketing, including targeted online advertising
  • Video production for digital marketing and outreach
  • Website and social media page design and graphics
  • Event marketing: Marketing/communication event design and execution
  • Analysis of social media metrics including reach, engagement, impact, and others

 
VENDOR REQUIREMENTS

  • Vendors selected from this Request for Quote will respond within seven (7) days to scopes of work issued under the Master Services Agreement.
  • Vendor will submit communications products developed under scopes of work for review and concurrence by FHI 360 at the stages of conceptualization, draft design, and before final production and will revise messaging and products based on written feedback provided by FHI 360 at each stage.
  • All communications products developed under these scopes of work will adhere to applicable laws and regulations of the Royal Thai Government and United States government and will be in compliance with branding guidelines under the LINKAGES Project agreement.
  • Vendor will deliver all work products in format requested by FHI 360 and within delivery deadlines mutually established.

VENDOR SELECTION & CONTRACT AWARD

The final selection will be based on the following criteria and breakdown:

  • Evidence of qualifications to perform the work as presented in 2 Corporate Qualifications Statement and the overall quality of at least two work samples presented in Attachment 4 (35%)
  • Evidence of experience in conducting similar activities aimed at the 18-25 age population. This should be demonstrated by a narrative description of past work providing creative and design services for social media advertising presented in Attachment 3.3, naming specific clients, and at least two (2) relevant work samples presented as Attachment 4. Applicants are encouraged, but not required, to present work samples in the areas of social, health, or other cause-based online marketing. (20%)
  • Attachment 2- Two (2) references from past clients indicating satisfaction with past efforts in reaching the 18-25 age population in the context of social, health, or other cause-based online marketing (20%- maximum score of 10% for each reference).
  • Cost as indicated in price schedule (25%)

 Incomplete or erroneous submissions may be disqualified.

 
QUOTATION SUBMITTAL

A completed bid package should be submitted via email by June 22, 2018 to:  MTeeratrakoonchai @fhi360.org
Any incomplete packages will not be considered.


VENDOR BIDS MUST INCLUDE

The Bid Package is contained in the Annex to this RFQ, which includes:

  1. Quotation Cover sheet ---> Contained in RFQ Annex

  3. Business References ---> Attachment 2
  4. Price Schedule ---> Attachment 3

RIGHT TO SELECT/REJECT

FHI 360 reserves the right to select and negotiate with those firms it determines, in its sole discretion, to be qualified for competitive quotations and to terminate negotiations without incurring any liability.

REQUEST FOR QUOTATION FIRM GUARANTEE

All information submitted in connection with this RFQ will be valid for sixty (60) days from the RFQ due date. This includes, but is not limited to, cost, pricing, terms and conditions, service levels, and all other information. If your firm is awarded the contract, all information in the RFQ and negotiation process is contractually binding.
