The position is full time - 5 days (40 hours) per week and offered until 31 December 2018, with possible opportunities for extension subject to availability of funding.

Position Objective

 

To provide technical advice and quality assurance to ensure the successful implementation of the ongoing Sustainable HIV Financing in Transition (SHIFT) regional program, and to continue to maintain strong programmatic relationships with key internal and external stakeholders for the International Program of the Australian Federation of AIDS Organisations (AFAO).

 

Location and Reporting Structure

 

This position is based in Bangkok, Thailand. It reports directly to the Manager, International Programs, in Bangkok. No subordinates report directly to this position. Some travel maybe required to support our country partners.

 

Organisational Context

 

In Australia, AFAO leads the national effort to end HIV on behalf of its member organisations who represent the diverse communities most affected by HIV – lesbian, gay, bisexual, transgender and intesex communities, sex workers, people who inject drugs, people with HIV and Aboriginal and Torres Strait Islander communities. Our close connections with our communities provide us with rapid intelligence on changes in Australia’s HIV epidemic, allow us to mobilise and respond quickly and to act as a trusted communication channel to government, research and clinical partners.

 

AFAO’s members are the AIDS Councils in each state and territory, the National Association of People with HIV Australia (NAPWHA), the Australian Injecting and Illicit Drug Users League (AIVL), the Anwernekenhe National HIV Alliance (ANA) and Scarlet Alliance, Australian Sex Workers Association. AFAO’s affiliate member organisations – spanning community, research and clinical workforce – share AFAO’s values and support the work we do.

 

Internationally, AFAO contributes to the development of effective HIV policy and programs in Asia and the Pacific, fosters the development of regional and country-level community responses to HIV, and represents Australia’s community response to HIV in global forums. 

 

AFAO has implemented a range of community and capacity development initiatives across Asia and the Pacific and contributes advice on global HIV strategic issues. Internationally, AFAO aims to strengthen advocacy capacity among HIV community based organisations, develop community leadership and assist in the development of strong and effective community based organisations.

 

AFAO is managing a regional program – Sustainable HIV Financing in Transition (SHIFT) – through the Global Fund to Fight AIDS, Tuberculosis and Malaria. The program operates in four transition countries in Asia, namely Indonesia, Malaysia, the Philippines and Thailand during 2017 and 2018. AFAO is the Principal Recipient for the program and partners with a regional Sub-Recipient, the Asia Pacific Coalition on Male Sexual Health (APCOM), and country Sub-Recipients in each of the four program countries. 

 

SHIFT’s aim is to ensure countries have sustainable, cost effective and strategically allocated funding

for their HIV responses covering key populations and civil society. Priority technical areas include transition planning, allocative efficiency, adequate fiscal space for HIV programming, universal health coverage, sustainable funding mechanisms for civil society organisations and key population networks and the cost of criminalisation.

 

Areas of Work

 

  • Provision of packages of technical support to position civil society as sustainable key partners in HIV financing
  • Setting norms and standards for civil society engagement in national transition processes
  • Fostering community access to transition related strategic information

 

Principal Duties

 

  • Develop programmatic documents, including activity work plans, budget requests, regular programmatic and financial reports, relevant terms of reference.
  • Identify capacity gaps and needs among Sub-Recipients, and proactively respond as possible, and make recommendations for further technical assistance as required.
  • Contribute to knowledge sharing and exchange of programmatic and advocacy lessons learned across the program and between program partners.
  • Liaise and coordinate with other SHIFT programme staffs to translate SHIFT knowledgebase resources into training tools; organize meetings and consultations as necessary.
  • Support the performance of AFAO’s SHIFT Program and regional and country Sub-Recipient activities against work-plans and work-plan tracking measures, and monitor the progress of Sub-Recipients and identify any bottlenecks or delays.
  • Provide input to programmatic reporting and checks of Sub-Recipient’s programmatic reports as required.
  • Participate in Principal Recipient progress monitoring and support visits to regional and country Sub-Recipients as appropriate, in collaboration with the Manager, International Programs, the HIV Financing Technical Advisor and the Monitoring and Evaluation Officer.
  • Support successful working relationships between regional and country level Sub-Recipients.
  • Facilitate regional and in-country TA programmes for stakeholders on HIV financing, investment cases, policy advocacy, UHC, resource mobilization and effective use of social media, etc.
  • Coordinate technical assistance provision from the regional Sub-Recipients and the Principal Recipient to in-country SHIFT programme implementers.
  • Mobilise external TA support for SHIFT programme implementers.
  • Remain abreast of developments in HIV internationally, particularly those relating to HIV financing, sustainability and transition, to ensure AFAO remains at the cutting edge of current knowledge and practice.
  • Engage with regional and country stakeholders on SHIFT program advocacy initiatives.
  • Provide detailed technical input to the AFAO team to inform the development of training and capacity building materials, and supporting provision of training and capacity building activities as needed.
  • Provide detailed technical inputs on HIV financing to APCOM to inform the development of strategic information materials and identify appropriate materials for good practice case studies and packaging of global and regional materials for SHIFT program information briefs.
  • Promote AFAO’s knowledge, skills, experience and successes.
  • Adopt continuous learning and improvement processes in all aspects of the position.
  • Understand, implement, participate and promote AFAO’s business processes, policies and procedures, and objectives, processes and procedures.
  • Perform other appropriate duties and responsibilities as assigned by the Manager, International Programs.

 

Challenges and Problem Solving

 

Challenges faced by the position that the position-holder will be expected to be able manage include:

 

  • Ensuring robust technical content of the SHIFT program, and effective progress against program workplans and workplan tracking measures and milestones.
  • Managing program implementation issues and problems and anticipating and developing responses to program delays and bottlenecks.
  • Recognising important issues, engaging stakeholders and program partners around those issues and planning effective responses.
  • Supporting strong and strategic stakeholder relationships for the program.
  • Identifying and utilising a range of strategies to respond to emerging issues and challenges in the evolving context of the SHIFT program at regional and country level.

 

Decision Making

 

The role of the HIV Financing Program Officer is critical to AFAO’s success. 

 

The HIV Financing Program Officer exercises considerable day to day discretionary and decision-making responsibility within the framework set by an annual work plan, which is approved by the Manager, International Programs.

 

The HIV Financing Program Officer is required to exercise considerable judgement in liaising with stakeholders and formulating and responding to issues that may impact AFAO’s reputation. The HIV Financing Program Officer discusses issues of potential sensitivity with the Manager, International Programs.

 

In exercising their responsibilities and making decisions the HIV Financing Program Officer is bound by AFAO’s Code of Conduct and policies and procedures.

 

Performance Review

 

The HIV Financing Program Officer will participate in an annual work planning and performance appraisal process for this role with the Manager, International Programs.

 

Key Performance Indicators for the role will include:

 

  • Technical input into AFAO international program work and SHIFT program activities.
  • Engagement with key stakeholders from government, development partners and civil society at regional and country level.
  • Contributions towards knowledge sharing and learning.
  • Completion of duties in an efficient and effective manner.
  • Important deadlines are met.

Skills and Experience

 

  • A proven track record in advocacy with community-based and non-government organisations, with experience in Asia preferred.
  • Demonstrated ability and experience in the technical areas of HIV financing, sustainability and transition, including areas such as domestic financing, funding mechanisms, universal health coverage, fiscal space and allocative efficiency. 
  • Demonstrated capacity and experience in the provision of technical support to the implementation of HIV capacity building and community led initiatives particularly advocacy.
  • Strong understanding of approaches to capacity development and institutional strengthening for community organisations.
  • Excellent written and verbal communication skills, including in the areas of presentation and report writing, networking and representation of AFAO in relevant forums.
  • Excellent organisational and time management skills, including the capacity to manage concurrent priorities and meet deadlines.
  • Excellent judgement to manage and advise on sensitive issues that may involve reputational risk.
  • Ability to work well both within a team environment and autonomously.
  • Tertiary qualifications or equivalent experience in international development, public health or a similar field.
