The Alert Little Tun: Drowning Prevention Year 2 animation production

 

 Background

Drowning is the most common cause of death among children in Thailand. According to Thailand’s Department of Disease Control, 1,243 children under 15 die from drowning each year.Further compounding the problem is that two out of every three children under the age of 15 (approximately 11 million children) do not know how to swim. In addition, parents, caregivers, and communities are unaware of the high rate of child drowning and have limited, if any knowledge of drowning prevention.

Save the Children is working to promote knowledge on drowning prevention to increase children’s safety in Thailand. There is currently a lack of educational materials on drowning prevention in Thailand, therefore Save the Children aims to increase the availability and development of child-friendly drowning prevention awareness-raising materials; for example, the Alert Little Tun cartoon, board games, posters, banners, and activity books that include illustrations, puzzles, and games related to drowning prevention.

The Alert Little Tun is a cartoon that was created in 2014 through our collaboration with the Thai Public Broadcasting Service (Thai PBS) to promote children’s disaster preparedness and safety. This programme has received global recognition and was featured at the 2015 World Conference on Disaster Risk Reduction (WCDRR) in Japan. In 2016, The Alert Little Tun was developed under the Road Safety episodes, and in 2017 again under the Water Safety episodes.

As The Alert Little Tun has been effective in reaching and educating a large population of children and adults on child safety, in this regard, we would like to continue to develop and utilize this character to raise awareness of drowning prevention.

 

Deliverables:

Under the guidance of Save the Children, Thai PBS and MCOT Modern 9 Cartoon representatives, the animation producer will:

  • Develop the concept, story board, and script for Alert Little Tun Water Safety Season 2 (13 episodes), based on outlines, ideas and technical input from Save the Children.
  • Produce 13 videos (4 minutes each) of the Alert Little Tun animation on drowning prevention in high-quality, suitable for television broadcas
  1. The video includes audio, voice over, sound effects, licensed background music/soundtrack
  • Produce HD-DVD version of the 13 episodes of the Alert Little Tun Animation with:
  1. Two versions, one with Thai subtitles and one with English subtitles
  2. Sign language in both versions.
  • Produce the “Alert little Tun & Friends” story-coloring book for using as a learning material. The story-coloring book will be based on the video animation story-line and plot. The coloring book includes dual-language texts, in both Thai and English and is between16–20 pages.

 

Requirements:

Animation production for television broadcasting experience.

Consultancy period:  June–September 2018

Develop the first draft of 1–3 episodes of the Alert Little Tun animation production. Present to Save the Children, Thai PBS and/or MCOT members for comments and feedback.

Mid-July

Submission of the revised episodes.

August

Submit all 13 episodes to Save the Children, Thai PBS and/or MCOT for the final revision.

September

Attend meeting with Thai PBS and/or MCOT and Save the Children as required.

September

Final submission of outputs (both videos and coloring book)

September

 

 Payment terms:

The first payment will be done upon signing the contract.

 

Report to:

Senior Bangkok Field Coordinator as budget holder and Communications and Media Coordinator

 

 Copyrights

The video and visual materials produced will be copyrighted to Save the Children and any violation of copyright law will be pursued appropriately. 

Save the Children asserts all proprietary rights in and to all names and service mark of Save the Children. Any use of Save the Children’s service mark including the Save the Children name and Save the Children logo in any form in connection with any product and service that does not belong to Save the Children, unless otherwise authorised in a written agreement, will constitute an infringement upon the service mark rights of such owner and may be actionable under applicable laws.

 

Amendment, Modification or Variation

This Terms of Reference may be amended, varied or modified in writing after consultation and agreement by Save the Children’s Advisory Group members.

Submissions for the proposal

The submission must address the terms of reference and include:

  • The resume of the candidate/ organization
  • A proposal outlining a draft work plan,
  • A detailed all-inclusive budget
  • Office register and Office profile,
  • ID card and bank details for the record.
