We are looking for an urbanist who is passionate about working on building city resilience through improved governance and empowered communities. The role would lead on implementing an urban resilience project which is focused on evaluating cities resilience building efforts and advise country teams to design innovative urban resilience projects in Asia-Pacific. Urban resilience is an exciting area of development in the strategy of the Economic Justice team.  We are looking for a talented technical expert with an exceptional combination of skills and perspectives:  understanding of vulnerability and resilience, perspectives of poor people, governance, and urban development. The ideal candidate will be able to combine practical action that improves opportunities for marginalised women and men with a vision for transformation in urban systems.

Our team:

This post sits in the Economic Justice Team, which is the home of technical expertise on women’s economic empowerment, markets and agriculture, urban systems, and resilience & climate adaptation. This position will be part of the urban systems team but will have a close working relationship with resilience & climate adaptation team.   The team comprises approximately 20 technical advisors and programme managers, based both in Oxford and overseas.

The Economic Justice team is part of the Programme Strategy and Impact Team (PSIT) in International Programmes.   Our role is to drive higher quality programming and learning within Oxfam, develop more integrated approaches to programming by networking across teams and offices.   PSIT works with 35 Oxfam country teams, largely in Asia, Africa and Middle East and North Africa.  The team’s role is also to increase the influence of Oxfam’s leadership on policy and practice internally and externally so as to increase Oxfam’s impact on poverty alleviation. 

PSIT delivers support to country, multi-country and global programme teams by providing thematic expertise on Women, Water and Work and expertise in Programme Quality such as programme design and MEAL, Knowledge and Learning, and programme innovation. It also develops and manages multi-country programmes. It works with people and systems across the confederation including: country and global teams; regional platforms; Oxfam’s knowledge hubs; regional, country and global advisers; campaign and humanitarian teams.

What we are looking for:

This post requires an experienced professional with up to date knowledge in the field of urban resilience. The role will lead on the implementation of an urban resilience contract which focuses on evaluating resilience- building efforts in multiple cities in Asia-Pacific by leading external organisations. In addition to this the role will support the development and implementation of OGB’s work on urban resilience by advising OGB on its overall strategy approach and by supporting country programmes develop and deliver urban resilience strategies, programmes and projects.   

The role will have a focus on Asia region but not exclusively and the post holder will need to be flexible and able to use their thematic expertise in other geographies. The post holder needs to be able to engage with a diverse range of stakeholders, and to access opportunities and leverage experience from within several sectors including governance, gender justice, climate change adaptation, DRR, and livelihoods. The post holder needs the ability to work closely with country teams to develop programmes that aim for long term resilience outcomes at multiple levels and across sectors.
