Terms of Reference for Consultant/ service Contract for Assessment on the Needs of Cambodian Migrant Workers on Usage Pattern and Behavior on Mobile Phones, Applications and Internet
Plan International Thailand is currently implementing the Stopping Exploitation through Accessible Services (SEAS of Change) project through the support of Plan International Sweden, Plan International USA, Plan International Finland, Swedish International Development Cooperation Agency (Sida), Kesko Corporation, The Richard and Helen DeVos Foundation, and the Finnish Government’s Finnpartnership Programme.
SEAS of Change looks at critical entry points along the fishing supply chain to develop a multi-pronged approach to fortify it against exploitation and abuse. It envisions a fishing industry that is free from hazardous exploitative child labor and offers decent work opportunities for all, especially girls and young women among migrant populations.
Following a ‘net-to-napkin’ approach, interventions occur from source communities in Cambodia and destination communities in Thailand, to corporate engagements with retailers in consumer countries like Sweden and Finland, intermediary buyers, suppliers and brokers to promote transparency and accountability down the supply chain. Project activities aim to improve outcomes in education, livelihoods, social protection and supply chain engagement.
Due to the wide scope of the project, the implementation of SEAS involves Plan International Thailand, Plan International Cambodia, Plan International Asia Regional Office, Plan International Finland and Plan International Sweden.
Key targeted beneficiaries of SEAS project in Thailand are Cambodian children and youth under 25 years of age, especially girls, living in Thailand’s Samutsakorn, Rayong and Trat province. However, a number of this target group has had difficulty attending activities that are directly targeted at them, due to their work commitment. Therefore they lose the opportunities to learn about their rights and entitlements.
From direct experience with the project and personal interaction with the target group, it is observed that a majority of them have difficulty accessing information from many of the valid channels. From observation, they are rather illiterate and many could not read nor write either in Khmer or in Thai. However, most of them seem to have access to smart phone, are subscribed to have mobile internet access and are active user of selected social media platforms such as Facebook or Line Messenger, etc.
SEAS project envisions that a more effective channel through which elementary and up to date information can be easily accessed to migrant workers. For example these are information about immigration law, labour laws, relevant protection and social services, as well as potential materials for self-empowerment such as language learning, lifeskills, financial literacy and even offers within the job market.
At the moment, no-one has quantify information on migrant workers’ internet penetration and how they use mobile application to access useful information.
III. Objectives of the TOR
The primary objective of the assignment is to conduct a study to inform the design and delivery of a mobile application to disseminate information on rights and personal empowerment as part of Plan International Asia’s SEAS of Change Project in Thailand.
It is expected to explore how migrant workers in Samutsakorn, Rayong and Trat, as representatives of the wider Cambodian migration population, use their mobile device to access information.
Specifically the study should discuss:
The consultant/team of consultants will report findings and recommendation from the studies to the SEAS project team.
The consultant/s will be responsible for all primary and secondary data collection, and will work closely with the Project Manager and Advocacy Specialist of the SEAS of Change project. The consultants are expected to arrange all meetings with respondents themselves. However, SEAS project will facilitate initial meetings with key informants in targeted communities.
This process will involve questionnaire survey for a maximum period of three [4] weeks, engaging approximately 300 respondents who are Cambodian migrant workers and their dependents, including their children, in SEAS Project’s targeted communities in Samutsakorn, Rayong and Trat provinces, plus focus group discussion and key informant interviews with other key stakeholder representatives as necessary.

The duration of the consultancy is approximately 10 weeks from April to June 2018, with the Final report to Plan International (item Number 4) no later than 20 June 2018.
The contracted amount of the payment will be paid in three instalments after SEAS of Change Project Manager’s review and approval as following details:
