Design Monitoring and Evaluation Specialist

PURPOSE OF POSITION  ( วัตถุประสงค์ของตำแหน่งงานนี้ )

           To provide technical support in survey, research, monitoring and evaluation processes as well as developing other tools and methodologies to improve the performance and quality of their programming through enhanced Design Monitoring and Evaluation (DME) function and system.

 

MAJOR RESPONSIBILITIES ( หน้าที่ความรับผิดชอบหลักในงาน )

Assessments and evaluations

  • Provide technical guidance in conducting assessments in line with established LEAP or donor related guidelines
  • Monitor and follow up on utilization of evaluation recommendations.
  • Identify the need and draw up the ToRs for specific studies; recruit, guide and supervise consultants to implement special surveys and studies required for evaluating programs effects and impacts.
  • Conduct meta evaluation of all completed program evaluations to establish key learning and recommendations to inform future evaluations

Monitoring and Reporting

  • Monitor the processes of CWBO&T measurement and track assigned TPj indicators in relevant programme areas and summarize the key finding results of the measurement/tracking for reporting the progress.
  • Analyze data and the information relevant to programme/project implementation and provide recommendations for programme/project’s quality improvement at national level.
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.

Quality assurance in DME work products

  • Track timely implementation and reporting of programs plans
  • Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation
  • Support the Cluster team in reviewing management reports as well as other M&E reports to ensure validated M&E data and M&E compliance with recommended guidelines, formats and standards.
  • Compile graded summary reports and develop summary reports key findings and learning

 Capacity building

  • Provide training for relevant staffs in DME field including  basic skills of research, monitoring and evaluation system to enhance the knowledge and skills of relevant staff in these aspects.
  • Coach CM&E officers , program managers and community development facilitators in delivering an effective program M&E system
  • Coach CM&E officers and  relevant staffs  to accelerate learning and adoption of recommended DME methodologies and approaches

Research

  • Support the national office in documenting and disseminating innovations and new research findings related to DME
  • Develop M&E system for TPj that been assigned at national level to be ready to implement in field level
  • Synthesize and summarize trends in ADP monitoring and evaluations in consultation with the national office
  • Provide meaningful data summaries and visualization to demonstrate result to the NO and clusters
  • Promote and facilitate processes for identifying, documenting and disseminating good DME practices at national level
  • Analyze data and the information relevant to programme/project implementation and provide recommendations for programme/project’s quality improvement at national level.  

 

KNOWLEDGE, SKILLS AND ABILITIES  ( ความรู้  ทักษะ และ ความสามารถที่จำเป็น )

  1. Bachelor’s degree or higher in Community Development and related fields.
  2. Detail oriented in individual and team work, and also strong in communication’s skill.
  3. Strong in critical analysis and able to summary as a holistic approach and specifically in appropriate tasks.
  4. Strong in planning and management skills for multiple tasks and projects at a given time.
  5. Ability to actively engage and contribute to forums or meetings with academics, governments or NGOs in English.
  6. Strong report writing skills in Thai or English.
  7. Strong data and knowledge management skills.
  8. Able to professionally utilize a variety of basic programmes (i.e. Word, Excel, PowerPoint) and preferable some graphic design or presentation programmes (i.e. Photo Shop)
