Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context:

  1. Nature of the consultancy:

The ‘Greater Mekong Sub-Region and Malaysia: Migrant Assistance and Protection Program (MAPP)’ is a regional program which aims to address migration challenges faced in the in the Greater Mekong Sub-region and Malaysia through working in coordination with international and national actors to more effectively address the needs of vulnerable migrants through increased protection and targeted assistance. The project aims to develop sustainable solutions to provide relief and improve the well-being of vulnerable migrants; including trafficked women, men and children, internally displaced persons, refugees, asylum seekers, unaccompanied minors, and exploited and abused migrants. In Thailand, IOM implements this program in close cooperation and partnership with the Ministry of Labour, the Ministry of Social Development and Human Security (MSDHS), and other key government counterparts.

 

The consultant selected for this position will work closely with IOM and the Ministry of Labour to develop an updated Post-Arrival Orientation Manual for migrant workers to Thailand. This Manual will serve to reduce the vulnerability of migrant workers to possible exploitation and abuse, by increasing their access to accurate information about safe and legal recruitment channels, the labour laws of Thailand, existing complaint mechanisms, and the rights, recourses and obligations of migrant workers in Thailand. The content of the Manual will be informed by existing Post-Arrival Orientation materials, as well as by input from key government and NGO counterparts.

 

The consultant will also support effective dissemination of the Manual by facilitating a sensitization workshop for government officers and NGOs, as well as by working

 

collaboratively with a graphic designer on the production of related Information, Education and Communication (IEC) materials.

 

 

  1. IOM Project to which the Consultancy is contributing: ‘Greater Mekong Sub-Region and Malaysia: Migrant Assistance and Protection Program (MAPP)’
  1. Tasks to be performed under this contract:

Under the overall supervision of the Migrant Assistance and Counter-Trafficking Programme Coordinator, and the direct supervision of the Migrant Assistance and Counter-Trafficking Project Assistant, the consultant will work closely alongside IOM and the Ministry of Labour to undertake the following tasks:

 

  • Review existing Post-Arrival Orientation materials and develop a draft outline for the  updated Post-Arrival Orientation Manual;

 

  • Facilitate an inception-stage consultative roundtable discussion with labour officials, NGO counterparts and other key informants to determine the scope, key messages and content of the Manual and to validate/revise the proposed outline;

 

  • Prepare a draft version of the Manual (in English/Thai) following the agreed upon outline;

 

  • Facilitate a review-stage consultative roundtable discussion with labour officials, NGO counterparts and other key informants to solicit feedback and inputs on the draft version of the Manual;

 

  • Finalize the Manual (in English/Thai) by incorporating feedback and inputs provided at the review stage;

 

  • Facilitate a validation-stage consultative roundtable discussion with labour officials, NGO counterparts and other key informants to obtain endorsement of the finalized version of the Post-Arrival Orientation Manual;

 

  • Provide inputs and content to a graphic designer to support the development of related IEC materials;

 

  • Facilitate a 1-day sensitization workshop for government officials and NGO representatives in order to increase understanding of the Manual and enhance effectiveness of its dissemination.

 

  1. Tangible and measurable output of the work assignment:
  • At the end of the contractual period, the following outputs will be derived:
  • Final Post-Arrival Orientation Manual;
  • Inputs and content for development of related IEC materials;
  • 1-day sensitization workshop delivered.

 

  1. Realistic delivery dates and details as to how the work must be delivered:

         

          By 7 May 2018 (2 days’ level of effort)

 

  • Submit work plan and endorsed outline following inception roundtable (USD 400)

 

            By 18 June 2018 (10 days’ level of effort)

 

  • Submit draft Post-Arrival Orientation Manual (USD 2000)

 

By 18 July 2018 (5 days’ level of effort)

 

  • Submit final Post-Arrival Orientation Manual following review roundtable, incorporation of feedback and validation roundtable (USD 1000)

 

By 31 July 2018 (1 day’s level of effort)

 

  • After review of content by IOM, provide inputs and content to a graphic designer to support the development of related IEC materials (USD 200)

 

By 22 August 2018 (2 days’ level of effort)

  • Facilitate a 1-day sensitization workshop for 25 government officials and NGO representatives on the Post-Arrival Orientation Manual (cost of the workshop will be borne by IOM Thailand) (USD 400)

 

 

Required Qualifications and Experience

  • University degree preferably in Social Sciences, Law or a related field;
  • A minimum of three (3) years of relevant experience;
  • Sound knowledge and understanding of labour laws in Thailand and the rights and obligations of migrant workers;
  • Excellent ability in writing and drafting of reports and manuals;
  • High level of computer literacy, including Word, PowerPoint and Excel;
  • Excellent analytical and communication skills;
  • Ability to work under tight timelines;
  • Experience in liaison with national, regional and international bodies is preferable;

 

Languages

  • Fluency in Thai, and a thorough knowledge of English, spoken and written, is required.
